Job Details

The Masters, Mates and Pilots Benefit Plans ( the Plans ) located in Linthicum Heights, Maryland, is currently seeking a Human Resources ( HR ) Manager. The HR Manager is responsible for developing, implementing and managing all aspects of the human resources function for the employees of the Masters, Mates & Pilots Benefit Plans. This is a hands-on position that requires an experienced HR professional who is able to function effectively with minimal direction. The HR Manager is required to work in the office on a full-time basis (this is not a remote position).


As the sole HR position in the organization, the HR Manager coordinates and/or performs all daily human resources activities for approximately 36 employees, including employee relations, labor relations, organizational development, recruiting, compensation and benefits, performance management, training and legal compliance. The HR Manager participates in the Masters, Mates & Pilots Benefit Plans planning process and develops and implements strategic HR initiatives.


The Plans are multiemployer benefit plans that were established pursuant to collective bargaining agreements between signatory companies and the International Organization of Masters, Mates & Pilots ( MM&P ), and provide health, pension, vacation, training and 401(k) benefits primarily to members of MM&P.


MM&P members are professional mariners that include US-Coast Guard licensed masters and mates on US-flag commercial vessels on international voyages, on the inland waterways and on civilian-crewed ships in the federal government fleet, and masters, mates and other marine personnel who work on tugs, ferries, dredges and harbor tour vessels throughout the United States.


Key Responsibilities


  • Policies and procedures: Design, implement and promote HR programs, policies and procedures for the employees of the Masters, Mates & Pilots Plan Office. Maintain employee handbook and provide guidance on interpretation of HR policies and procedures.
  • Employee relations: Develop and maintain employee relations programs, manage employee relations issues including identification and resolution of employee problems and grievances, and discipline of employees in accordance with company policy and the applicable collective bargaining agreement.
  • Recruitment: Manage hiring process to maintain adequate staffing of departments including posting open positions, interviewing of candidates, conducting reference and background checks and managing the onboarding process for new employees. Maintain up to date personnel files/information for all employees.
  • Compensation and benefits: Perform benefits administration for Plan Office employees, including change reporting, ensuring payment of contributions and communicating benefits information to employees. Complete and submit paperwork to government agencies including workers compensation claims, unemployment claims, verification of employment, etc.
  • Performance management: Develop, maintain and update organization chart and job descriptions and develop and administer the compensation program in collaboration with the Administrator. Implement and manage the employee performance evaluation program and oversee all aspects of the employee review process.
  • Succession planning: Establish and maintain a formal succession plan for the Plan Office. Develop and direct training programs that provide professional development opportunities for employees and align with the succession plan.
  • Labor relations: Coordinate labor relations issues and grievances with the union and assist with employee collective bargaining activities.
  • General: Maintain the professional knowledge and skills required to perform all assigned responsibilities, including trends, best practices, regulatory changes and new technologies in human resources, talent management and employment law. Ensure compliance with applicable federal, state and local laws and regulations.


Requirements


The ideal candidate will meet the following requirements:


  • Work Experience: Minimum of eight (8) years of related human resources work experience, including at least five (5) years of management level experience required. Experience in a collectively bargained environment preferred.
  • Educational Background: Bachelor s degree in human resources, business administration or related field, or equivalent relevant experience required. SHRM-CP or SHRM-SCP or other professional HR designation highly desired.
