Job Summary

The position involves applying technical knowledge in support of the County's veterinarian, day to day shelter medical practices and for the conducting of shelter sanitization and operations. Work is assigned by the supervisor, with instructions and assistance given on unusual or complex problems such as review of ordinances, disease control and animal welfare.

ESSENTIAL JOB FUNCTIONS

* Responsible for performing animal care, kennel maintenance and sanitation, parasite and disease control and other animal welfare activities of the Animal Control Center per established County policy.

* Assists County contracted veterinarian in animal examinations by restraining animals during examination, treatment or inoculation.

* Administers injections, treatments, performs medical-need grooming, teeth cleaning, trimming nails and taking vital signs for animals under the direction of the County contracted veterinarian.

* Performs animal intake medical evaluations and animal temperament testing.

* Performs first aid on injured animals, such as splints, tourniquets, blankets and muzzles, and other related medical supplies and equipment; assists medically trained staff members with providing medications to animals that sick or injured, when qualified.

* Assists the County's contracted Veterinarian in performing euthanasia of injured, sick, dangerous and/or unwanted animals by non-controlled substance and sedation by non-controlled substances.

* Decapitates animals suspected of being rabid and processes specimens for rabies testing via the health department.

* Performs animal sedation as needed.

* Maintains all animal medical records, medical supply levels and performs neonate care.

* Performs County shelter kennel maintenance and animal care in accordance with the Animal Care Facilities Act.

* Assists Animal Control Officers and the County contracted veterinarian in medical assessment and physical evidence collection during animal neglect, abuse and mass animal impound investigations.

* Performs emergency animal shelter operations and daily animal care during disaster response situations as directed.

* Provides daily exercise periods for animals as prescribed by Animal Care Facilities Act.

* Provides animal socialization sessions and enrichment sessions as prescribed by the Animal Care Facilities Act.

* Issues citations for violations of county ordinance and impounded animals found in violation of ordinances.

* Assists division administrative staff with customer service and data entry as requested.

* Conducts adoption tours and assists visitors searching for their lost pets with tours of the facility.

* Performs housekeeping maintenance of the Division Administration areas.

* Performs work at assigned location during specified business hours.

* Performs related additional duties as required and assigned.

Position Veterinary Technician - Animal Control Position Requirements

QUALIFICATIONS

Education and Experience:

* High School Diploma or equivalent;

* Associate's Degree from an accredited Veterinary Technician program;

* One (1) year related work experience preferred;

* Or equivalent combination of education and experience.

Licenses or Certifications:

* Valid Missouri Driver's License;

* Currently licensed or eligible to obtain license as a Registered Veterinary Animal Technician by the Missouri Veterinary Medical Board within six months of employment;

* Certification in animal euthanasia by a professional animal care and control organization such as the NACA, the ASPCA, HSUS or the APA within six months of employment;

Special Requirements:

* Must be able to control, lift and carry large animals; and

* Must be able to work weekends, holidays and after-hours on a rotational basis.

* Knowledge, Skills and Abilities:

* Knowledge of the Animal Care Facilities Act and practices pertaining to animal control and animal welfare; and the criminal justice system.

* Skill in basic computer operations.

* Skill in preparing clear, and concise reports.

* Skill in analyzing and determining practices or actions to address problems.

* Skill in the enforcing the Animal Care Facilities Act and division shelter medical policies in a professional manner.

* Skill in the operation and care of assigned equipment.

* Ability to recognize environmental and public safety hazards.

* Continuing knowledge of animal medical assessment and treatment.

* Ability to recognize signs of animal abuse or neglect.

PHYSICAL DEMANDS

The work is medium and requires exerting up to 50 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires mental and visual acuity, speaking, balancing, climbing, crawling, crouching, feeling; picking, pinching, typing, or otherwise working primarily with fingers rather than with the whole hand; grasping; picking, holding or otherwise working with the whole hand; hearing, kneeling, pulling, pushing, reaching, repetitive motion, standing, stooping, talking, and walking.

WORK ENVIRONMENT

The work may be performed in all buildings and animal housing areas of the Animal Control Center, in County vehicles, and in various field situations in unincorporated Jefferson County. The work may be performed in extreme noise, weather, and temperature ranges; may involve driving County vehicles with restricted visibility, and working in the community where responding to requests for service. Individuals in this position will be exposed to a wide variety of personalities and attitudes; zoonotic diseases, and potential for injury from humans and animals.
