**Project Overview:**

Bechtel National, Inc. (BNI), Bechtels government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. Bechtel currently manages the Mobile Launcher 2 project in Cape Canaveral, FL. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

**Position Summary:**

Reports to and receives operational direction from Procurement Management. Receives functional guidance form the global business unit Purchasing Manager. Provides supervision, training and guidance to other purchasing personnel. Maintains working relationships with project Procurement personnel and other project discipline supervisors in order to perform assigned duties. Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement to coordinate the project Purchasing operations and to maintain an awareness of the performance and operating problems of contractors on other Bechtel jobs. Coordinate the development of problem resolutions, of claims settlements, and other contractual matters. Maintains contacts with corporate service departments such as Finance and Project Controls. Maintains contacts with client personnel as authorized and or directed by the Project Procurement.

**Responsibilities:**

* Develops and prepares project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments.

* Reviews prime contract terminology and transfers applicable legal and commercial terms into the pro-forma documents

* Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into pro-forma documents

* Forms, issues, and administers micro purchase orders.

* Communicates with suppliers to achieve required service and meet project needs.

* Communicates with Engineering to assist and or guide them in the preparation of material requisitions.

* Prepares and organizes assigned Procurement sponsored meetings

* Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplemental commercial conditions

* Receives supervision and direction from the Acquisition Services SDC Procurement Manager

* Performs various procurement activities/tasks including, but not limited to:

* Order construction materials

* Works with buyers to expedite deliveries

* Administrate purchases via BPS or B Card

* Coordinate delivery of materials from local vendors

* Work with Field Engineers and STRs to provide construction materials

* Adhere to Procurement Standard Work Procedures.

* Support the safety culture by performing observations and verifying implementation of safety policies and procedures of the project with Subcontractors

* Assists the Construction Coordinator in maintaining an organized storage area

**QUALIFICATIONS AND SKILLS:**

**Basic Qualification**

* Must have the right to work and remain in the US without visa sponsorship

* Level One: B.S. Degree in related field plus 6 years of experience; or 12 years of related experience in lieu of a degree

* Level Two: B.S. Degree in related field plus 9 years of experience; or 15 years of related experience in lieu of a degree

**Minimum Qualifications**

* Proficiency in all phases of procurement

* Proficiency and experience in the formation and administration of purchase orders

* Skill in working effectively with suppliers, bidder prequalification, preparation of bidders lists and compilation of bid requests

* Knowledge of Uniform Commercial Code or applicable commercial legislation
