General Description

The City of Green Bay Department of Public Works (DPW) is seeking to fill current Laborer vacancies and also develop an eligibility pool for future Laborer vacancies. This position performs all work related to maintenance and construction of streets and other public works facilities, including oiling, crack filling, hot and cold mix patching, snow and ice control, building snow fence, and other similar work. The ideal candidate will be self motivated, adaptable, and possess good conflict resolution skills.

The eligibility pool may also be used to fill other DPW Operations Division vacancies, such as Operator I, Truck Driver, etc. Additionally, Laborers may be temporarily assigned to fill Building Maintenance Technician positions for various shifts as needed.Work Schedule: Monday - Friday, 7:00 a.m. - 3:00 p.m. (40 hours per week). Hours may vary by position and season. Summer Hours!!: Monday - Thursday, 6:00 a.m. - 4:00 p.m. or Tuesday - Friday, 6:00 a.m. to 4:00 p.m. Three day weekends during the summer!!

No residency requirement, however Public Works employees are required to respond to call-ins within 30 minutes.

Examples of Duties

Laborer (Streets)

  1. Operates vehicles, trucks and other equipment for maintenance and construction of streets.
  2. Drives truck or equipment in snow plowing and ice control operations.
  3. Assists truck driver.
  4. Performs daily inspections and minor maintenance on equipment, including refueling, washing and minor greasing operations. Reports all mechanical problems to Motor Equipment Supervisor immediately.
  5. Performs internal maintenance on City buildings and facilities.
  6. Trains employees as assigned.
  7. Performs other duties as assigned.
Laborer (Sanitation)
  1. Loads solid waste onto compactor garbage trucks.
  2. Collects solid waste and recycle carts as needed.
  3. Loads, brush, bulky items including refrigerators and stoves and other refuse onto trucks during overflow weeks.
  4. Performs minor maintenance on trucks including washing, refueling, and minor greasing operations.
  5. Assists truck driver as necessary.
  6. Trains employees as assigned.
  7. Performs other duties as assigned.
Operator I (Days or Nights)
  1. Operates street sweeper or flusher, sidewalk equipment and all other equipment as required.
  2. Responsible for and performs daily maintenance on equipment, including refueling, greasing, washing and minor repairs. Makes changeovers on equipment as required. Reports all mechanical difficulties to the Motor Equipment Section immediately.
  3. Changes gutter brooms and helps mechanic with the main brooms.
  4. Trains employees as assigned.

Minimum Qualifications Required

  • High school diploma or equivalent.
  • Experience operating heavy equipment or related experience desirable.
  • Valid Commercial Driver's License or ability to obtain within six months, and good driving record.
A combination of equivalent experience and/or education may be considered.
Knowledge, Skills & Abilities

  • Knowledge of the principles, practices and safety precautions of the Street Division.
  • Ability to follow oral and written instructions. Ability to utilize a computer and the required software. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with staff and the public. Ability to drive various types of trucks. Ability to work the required hours of the position.


May be required to demonstrate minimum competency by successfully passing approved tests.

Physical Requirements

Ability to perform the following activities:
  • Frequently lifting and carrying up to 50 pounds.
  • Lifting and carrying in excess of up to 100 pounds occasionally with assistance.
  • Frequent standing, walking, sitting, bending and stooping.
  • Ability to reach and climb.
  • Ability to work in varied environmental conditions.
