Reporting to the Director of Facilities Operations, the Manager, Facilities Operations plays a multifaceted role in providing leadership and coordination for mechanical and building trades, while overseeing various aspects of facilities management. This position is responsible for optimizing departmental operations, implementing preventive maintenance programs, managing budgets, conducting routine building inspections, and ensuring compliance with safety regulations. Additionally, the Manager leads environmental services, space planning and design, and engineering efforts, while collaborating with internal departments to improve processes and deliver high-quality customer service.

Specific Responsibilities

  • Provide leadership and support for daily activities related to mechanical and building trades, including building engineers, carpentry, electrical, plumbing, HVAC , painting, lock-Smith, grounds, housekeeping, and semi-skilled maintenance workforce tasks.
  • Coordinate the development and implementation of the department's automated Preventive Maintenance Work Order Program, Equipment Catalog, and Work Order flow using the FAMIS computerized maintenance management system.
  • Efficiently coordinate the workflow of service orders for the Trade/Techs teams and assign service orders through the FAMIS work orders system.
  • Assist the Facilities leadership team in developing, refining, and implementing business procedures and processes to streamline operations while maintaining effective controls and oversight of the department's work order system.
  • Manage the coordination of vehicle check-out, gas card usage, timing of required vehicle maintenance, and inspections. Monitor storeroom operations and centralized functions.
  • Provide oversight of department inventory and manage all materials requiring Safety Data Create analytical reports on work order records and recommend appropriate improvements. Prepare quality assurance/quality control plans and maintain maintenance schedules.
  • Perform supervisory functions, including training and coaching assigned staff, providing performance feedback, assigning work orders, work schedules, and complete annual reviews.
  • Conduct condition assessments, facilities inspections, and trades coordination for all internal work assignments. Inspect inventory and assess physical conditions of all campus buildings and mechanical systems, identifying necessary repairs or replacements.
  • Maintain an understanding of Philadelphia Building Codes and ensure institutional code compliance.
  • Ensure compliance with building codes, zoning regulations, and other governing regulations.
  • Deliver high-quality customer service to both internal and external constituents in a professional, helpful, and courteous manner.
  • Collaborate and seek input from other internal departments on processes and customer service areas that can be improved.
  • Provide in-house technical support, training, and advice on FAMIS work order system current use and participate in the implementation of additional modules.
  • Lead in the areas of environmental services, space planning and design, facilities operations, and engineering.
  • Oversee the selection, training, and development of technical craftsmen, operating engineers, housekeeping, grounds, and utility staff, both internal and external, to align with industry standards.
  • Manage trades contracts, including scope development, negotiation, administration, and contract award.
  • Provide long-range planning for improvements in operations and efficiencies, with an emphasis on mechanical and electrical systems.
  • Manage the department's technical library and drawing files.
  • Manage project budgets, budget development, budget control, minority participation reporting, and comprehensive financial reporting for construction/facility renewal projects.
  • Serve as a liaison with federal, state, and local authorities for construction modifications and repairs.
  • Support procurement efforts to maximize minority opportunities in contract services and products.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bachelor's degree, preferably in Engineering, Facilities Management, Architecture, or a related field, plus five or more years of directly relevant, progressively responsible expertise. Any and all degree(s) must be from a regionally accredited institution of higher learning. Alternatively, 10 years of directly relevant, progressively responsible expertise in engineering, facilities management, architecture or a related field may be considered in lieu of Bachelor's degree.
  • A minimum of seven (7) years of management experience within facilities operations, including budget management and supervisory responsibilities required.
  • Previous experience managing external architect, engineering, and construction teams required.
  • Proficiency in CAD , CAFM , Project, and MS software required.
  • Strong collaboration and communication skills required.
  • Demonstrated proficiency using Microsoft Office software, including Word and Excel.
  • Previous experience managing budgets required.
  • Ability to demonstrate good customer service skills and professionalism when dealing with colleagues, vendors and the public required.
  • Ability to prioritize effectively and focus on completion of tasks and objectives within a face-paced work environment.
  • Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, and ethnic backgrounds required.
Preferred Qualifications
  • Familiarity with unionized work environments and prior work in a higher education setting preferred.
  • Building Inspector or LEED AP certification is strongly preferred.
  • IFMA , or APPA , certification is preferred.
  • Professional licensure/PA registered Engineer is preferred.
