General Statement of Job
Under general supervision, works independently and performs professional work in the technical and administrative functions of the purchasing activities of the City including purchasing and contract administration. This position is responsible for procuring or coordinating the procurement of architectural and engineering services, construction, technology, supplies, capital purchases and other professional services required by various departments in accordance with all applicable federal, state and local laws, ordinances, rules and regulations, policies and procedures. Direction is received from the Finance Director.

Essential Job Functions

  • Prepares technical specifications, contracts and solicitation documents, including all related research and value analysis.
  • Receives automated requisitions from departments; researches and sources suppliers and vendors; prepares purchase orders once approved.
  • Edits requisitions and confers with departments regarding requirements, specifications, quantity, quality and delivery. Recommend alternatives that would result in greater value
  • Evaluates suppliers by considering price, quality, availability and other criteria.
  • Coordinates with staff to evaluate bid responses; negotiates pricing, terms and conditions, and delivery schedules.
  • Prepares and/or processes various records and reports such as requisition entries, special reports, data files and annual reports/surveys; prepare accurate and timely data collection and reporting of performance Indicators.
  • Interacts with suppliers to schedule delivery times and resolve shipping errors; work with suppliers to process rejected orders. Monitors supplier performance and takes corrective action as necessary.
  • Engages in process improvement and cost saving projects.
  • Reviews all purchasing documentation for accuracy.
  • Works with each department in preparing and analyzing competitive sealed bids, competitive sealed proposals, requests for quotations and requests for statements of qualifications
  • Coordinates pre-bid and pre-proposal conferences.
  • Coordinates activities of evaluation committees.
  • Recommend lowest responsive, responsible bidder on IFB's, most advantageous offer on RFP's and most qualified.
  • Assures purchasing requirements are followed for grant funded projects.
  • Confer with consultants, contractors and suppliers in order to acquaint them with procurement policies and procedures and to obtain information on required products and services.
  • Negotiate with consultants and contractors regarding specifications, scope of work, prices, terms and conditions.
  • Performs contract administration, including liaison between suppliers and departments, compliance with contract terms and conditions, compliance with grant requirements, negotiation of contract amendments, extensions and change orders. Analyze cost and price data from vendors. Perform contract audits when required.
  • Review and execute contracts, purchase orders, change orders and other documents within delegated authority.
  • Maintain the integrity of the public procurement process.
  • Analyze current procurement activities and recommend improvements through more efficient procurement methods, e-procurement, privatization, quantity discounts, standardization, value analysis or cooperative purchasing.
  • Provide guidance and assistance to other employees regarding the processes.
  • Research market sources and suppliers to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services.
  • Engage in procurement planning with departments. Routinely meet and communicate with departments in order to identify and provide high quality service to meet client service delivery requirements on a timely basis. Provide accurate, complete and up-to-date information in a courteous, efficient and timely manner.
  • Effectively communicate purchasing policies and procedures to all personnel and interpret said policies and procedures as necessary. Recommends policy and procedure changes as needed.
  • Prepare and maintain accurate records and documentation on all solicitations, responses, purchases, contracts, correspondence and related follow-up.
  • Operates a variety of office equipment such as a computer, printer, scanner, copier, calculator, etc.

Minimum qualifications & Requirements

Minimum QualificationsEducation and Experience RequirementsAssociate's Degree in Public Administration, Business Administration, or related field; two (2) years of experience in purchasing of goods and services and/or administration of contracts, preferably in a government agency; or any equivalent combination of required education, training, and experience that provides the required knowledge, skills, and abilities.Licenses or CertificationsCertified Professional Public Buyer (CPPB), NIGP Certified Procurement Professional (NIGP-CPP), or the ability to obtain certifications within three (3) years of hire. Must be bondable.Preferred QualificationsEducation and Experience RequirementsBachelor's Degree in Public Administration, Business Administration, or related field.
