**Fixed Term Contract** **Hours of Work:** 36.5 per week **Reference number:** WMCA00334 **Salary:** 40,461- 45,536 per annum + excellent benefits per annum + exclusive benefits **Closes:** 2021-06-20T11:59:00 **Location:** 16 Summer Lane, Birmingham, B19 3SD Our aim is to make the West Midlands fairer, greener and healthier and this includes delivering the climate change strategy where we are working across a wide range of activity to take the region to net zero carbon emissions by 2041. To support this, were looking for a Warm Homes Save Lives Delivery Manager to join a newly established SMART Hub (Sustainable Market for Affordable Retrofit Technologies), with a focus on supporting local authorities across the West Midlands to take targeted action to address fuel poverty.

As the Warm Homes Saves Lives Delivery Manager, delivering fuel poverty solutions for the West Midlands, you will build resources and partnerships to deliver the Warm Homes Saves Lives programme to address fuel poverty. Youll establish relationships with ECO (Energy Company Obligation) providers to deliver appropriate regional programmes to address fuel poverty and be responsible for developing the business case to support a local approach and lobby Government for further Local Authority Flex of ECO funding.

This role will be based within the West Midlands Combined Authoritys Energy Capital Team the team tasked with delivering the Regional Energy Strategy and securing the powers and resources necessary to deliver it effectively - and will work across directorates and departments to contribute to the net zero transition through action on domestic retrofit.

**This role is being offered on a two-year fixed term contract.**

**About you**

Were looking for someone who really does want to make a difference to climate change and carbon reduction. Someone who is as passionate about the West Midlands as we are and someone who truly understands the real impact fuel poverty has on people and their surroundings. You will have operational experience in establishing and delivering fuel poverty or domestic retrofit programmes together with a good understanding of the customer journey, policy, legislation, and compliance requirements for domestic energy management, including Standard Assessment Procedure, Energy Performance Certificates, the Energy Company Obligation, and PAS2035/PAS2030.

You will ensure fuel poverty and retrofit programmes are effectively targeted and develop a strong data-driven evidence base that can be used to inform bids and funding applications - and so youll be able to demonstrate an understanding of data analytics for energy management and have the skills needed to able to review information and determine the best approach to problem-solving.

You will support the team to build cross organisational and local authority support for the SMART Hub and its work programme to deliver carbon savings from domestic retrofit as part of the #WM2041 Five Year Plan, and therefore excellent interpersonal, collaboration and engagement skills, and experience of working across all levels of an organisation, are needed.
