Job Summary

Responsible for organizing, planning, and directing a fair and transparent centralized procurement program used by Oakland County departments and countywide elected officials in accordance with Oakland County's Purchasing Policies and Procedures Manual, Board of Commissioner's resolutions, and state and federal laws. Proactively seeks opportunities to provide goods and services at the best value while stimulating vendor participation in the County's procurement process. Provides purchasing expertise to county departments and elected officials, as well as to cities, villages and townships when requested. Prepares and oversees the contracts for professional services and commodities. Ensures the contract scope will provide the procurement of the desired goods and services, and that any deviations from the County's standard contract terms are properly authorized. Resolves problems with vendor commodities or services and assists in matters that involve purchasing policy deviations or challenges from vendors or county departments. Develops and manages the division's operating budget. Provides recommendations regarding departmental personnel, budget, measurable goals and objectives, and data processing issues as well as for the implementation of administrative policies and procedures. Creates and updates workflow processes to gain divisional efficiencies and recommends improvements to the County's Purchasing Policies and Procedures Manual. Utilizes current countywide and/or department specific software to complete assignments.
Minimum Qualifications

1. Possess a Bachelor's degree from an accredited college or university with a major in Business Administration, Public Administration, Economics, Accounting, or related field of study.
2. Have six (6) years of full-time purchasing or procurement experience, three (3) years of which were in a supervisory or leadership capacity.
