JOB SUMMARY:

The Payroll and Benefits Administrator III will be an essential part of creating a supportive environment for our organization, making sure our employees get paid on time, and helping to build great benefits packages. With primary responsibilities to include processing multiple payrolls in a fast-paced setting and administering benefits for our employee base, this individual will act as a subject matter expert on the Total Rewards experience at ATC. This role will also provide ancillary support in the areas of talent management and compensation.


PRIMARY RESPONSIBILITIES:

Payroll

Partners with the Director of Payroll & Benefits and HRIS Analyst to process payrolls for the semi-monthly, biweekly, alternate biweekly and weekly pay groups.

Reviews timesheets, checks for accuracy, and obtains the necessary approvals.

Verifies that non-worked earnings are entered onto timesheets according to the rules established by the union contract or company policy.

Validates labor tracking data as entered on timesheets.

Reviews all new hire and termination data that is entered into the HRIS system and checks for accuracy. This may include the following:

o Entering and verifying data for all job, pay, tax and direct deposit changes.

o Maintaining various spreadsheets to track benefit eligibility, benefit premium payments, PTO

accruals and salary increases.

o Maintaining accurate payroll-related files and monitoring pay adjustments.

Ensures the accurate payment, reporting, and reconciliation of all multi-state employer and employee related payroll taxes and compliance with applicable country specific tax laws.

Maintains necessary payroll reports and provides general ledger information following each payroll.

Accurately processes all garnishments and completes related reports.

Assists team members by supporting and answering questions regarding payroll policies and procedures.

Reviews payroll data, including trends, and provides analysis and insights when needed.

Assists the Director of Payroll & Benefits and HRIS Analyst with payroll system projects and upgrades.

Responsible for completion of all payroll and benefit related forms such as unemployment claim and verification of employment forms.

Collaborates with the Recruiters and HR Generalists to ensure accurate records are being maintained for H2B Visa workers.

Performs payroll and recordkeeping audits as needed.


Benefits

Partners with the Director of Payroll & Benefits in the administration of employee benefits programs including medical, dental, vision, FSA, life insurance, short/long term disability, voluntary insurances, and 401K.

Identifies and implements opportunities to improve the benefits experience for employees.

Contributes to the design, development and review of employee communications and marketing material regarding health benefits.

Develops benefits training and plan documentation to assist geographically dispersed employee workforce and their dependents' understand the value of our benefits programs/services.

Participates in the annual enrollment processes, utilizing internal and external resources.

Liaises with third-party vendors and consultants to ensure quality and efficiency of benefit programs.

Assists in the implementation of new benefit programs, as required.

Verifies that enrollment data provided to the carriers is correct.

Reviews provider invoices and checks for accuracy and completes monthly reports of benefit costs.

Provides day-to-day corporate oversight and guidance on matters related to the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), state and local leave laws, short-term and long-term disability plans, including leave requests and accommodations requiring specialized attention.

Maintains complete and accurate documentation of all leave of absences resulting in time away from work, including tracking start and stop dates, renewal actions, designations, and notifications as required by company, state, and/or federal laws and regulations.

Ensures paperwork and reports are complete, accurate and appropriate, processed in a timely manner, complies with payroll and personnel policies and procedures and in accordance with governmental and agency requirements.

Follows-up to ensure incomplete paperwork or inappropriate requests are addressed timely, and in accordance with established policies and procedures.

Collaborates with the site HR Generalist to ensure accurate communication with the employee requesting leave.

Partners with the Director of Payroll and Benefits to process all claims related to workers compensation and short-term disability. This includes providing information to the carriers and participating in the recordkeeping related to accurate OSHA logs.

Initiates any waiver of premium or life insurance claims.


Compensation

Assists the Talent & Compensation Analyst on the collection and recording of compensation data. This may include evaluating and analyzing market intelligence data.

Participates in auditing the job description library to ensure job descriptions exist for each role and accurately reflect the work being performed.

Builds and updates new jobs in the HRIS platform to include job architecture assignments, bonus potential, and other pertinent information when needed.

Assists in the administration of the company s annual bonus and merit planning process.


Talent Management

Teams with the Talent & Compensation Analyst to administer the talent management programs and systems according to defined strategy and plans, including the creation of key deliverables, reports, communications, learning materials, and other support resources.

Participates in administering the Learning Management System (LMS), branded as ATC University (ATCU).


ESSENTIAL QUALIFICATIONS:

Bachelor s degree in Business, Human Resources, Accounting, or related field

5+ years of progressive hands-on payroll & benefits experience; multi-state processing is a plus

Experience in processing payroll in a manufacturing setting; both union and non-union

Proficiency in HRIS is required; prior experience with UKG (UltiPro) is strongly preferred

In-depth knowledge and expertise in the field of Total Rewards

Thorough understanding of state and federal regulations relating to benefit plans and all applicable laws relating to benefit administration (including COBRA, HIPPA, and ERISA)

Strong understanding of FMLA and ADA laws and regulations

Sound knowledge of compensation concepts and practices, including working knowledge of federal, state, and international regulations related to areas of compensation, FLSA and Fair Pay Act

Strong analytical, organizational and time-management skills; must be detail-oriented

Aptitude for running reports, interpreting, and communicating data

Must thrive in a team environment and foster collaboration
