**Project Planner Transportation Infrastructure Indianapolis or Cincinnati**

**Opportunity :**

Parsons Corporation is seeking an experienced **Project Planner** to support multiple transportation projects primarily in **Indiana and Ohio,** and possibly expanded regional projects as well. This role **requires a sound knowledge and experience with NEPA**, and other regulatory aspects for wetland delineation studies, and various strategic planning initiatives. This role encompasses a balance of policy & planning, as well as technical expertise to lead and support multidisciplinary teams in the areas of sustainable multipurpose **transportation infrastructure , resiliency, storm water management, wetland delineation studies, and capital program implementations,** and various other projects as well .

**Responsibilties :**

* Provides technical direction and manages a team of urban/environmental planning professionals and technicians on large projects or on several smaller projects or studies, involving the development of plans for the utilization of land and physical facilities of cities, counties, and metropolitan areas.

* Maintains liaisons with individuals and units, both inside and outside the company, who are responsible for various planning and design phases of a project.

* Responsible for the technical excellence of the tasks and analyses performed, regulatory compliance, and for on-schedule completion within or below budget in accordance with contractual obligations.

* Assists the Project Manager in preparing Project Management Plans, Project Control Statements, and Quality Control files for annual QA project audits.

* Integrates the various planning, engineering, scheduling, construction, and start-up aspects of a small project or a subtask of a larger project.

* Responsible for the technical excellence of the planning and engineering functions of the project including coordination of technical disciplines.

* Will have opportunities to work on a variety of water, wastewater, storm water, and transportation projects throughout the Bay Area region.

**Additional Responsibilties :**

* Plans, schedules, conducts, and/or coordinates detailed phases of planning work in a number of very large and important projects. Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use. Assignments may require both conventional planning expertise and innovative solutions.

* Estimates staffing needs and overseas work assignments of technicians and/or other Planners.

* Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, transportation, industrial, and community uses.

* Develops recommendations based on governmental measures affecting land use, public utilities, community facilities, housing, and transportation to control and guide community development and renewal.

* Prepares, coordinates, and facilitates public involvement and consensus-building meetings and workshops.

* **Gathers, compiles, and analyzes data on economic, social, and physical factors affecting land use and stormwater/drainage.**

* Reviews and evaluates environmental impact reports, and recommends changes to overall project plan as appropriate.

* Reviews and evaluates Reuse and Redevelopment Master Plans **and/or Infrastructure Master Plans**.

* Maintains active membership in appropriate professional organizations and societies. Represents the Company at conferences, seminars, meetings, etc.

* Performs other responsibilities associated with this position as may be appropriate.

* **Demonstrates working knowledge of design standards, practices, and techniques.**

* **Provides technical consultations for interdisciplinary analytical studies and analyses.**

* **Helps determine budget estimates and staffing requirements for the defined scope and schedule. May assist with other administrative and technical duties.**

* Recommends and prepares technical papers.

**Additional responsibilities that may be included :**

* Proficiency in GIS, Adobe CS, CAD and other PC software packages typically associated with urban, landscape, and civil design to prepare conceptual engineering and illustrative design drawings consisting of standard arrangements, layouts, flow sheets, assemblies, isometrics, etc., from rough sketches and/or from general engineering and design information according to established standards and procedures.

* Works closely with other Designer/Drafters and Engineers to ensure a coordinated design. May coordinate the work of technicians and/or lower-level designers. Checks drawings prepared by lower-level Designer/Drafters for accuracy and adequacy.

**Qualifications**:

* **4-year degree in Urban/Environmental Planning or related field and**

* **15 years or more of related work experience in broad aspects of planning**

* Thorough knowledge of urban/environmental planning practices and procedures. **Experience with infrastructure planning and conceptual design preferred.**

* **AICP ( American Institute of Certified Planners) certification is preferred**

* Proficiency in utilizing PC and various software packages typically used in urban/environmental planning assignments and **data analysis** is required. GIS, Adobe Creative Suite, Microsoft Excel and similar

* Excellent written and oral communication skills, and a

* Thorough understanding of local statutes and environmental rules and regulations.

* Proven ability for performing in a **multidisciplinary team, and in** a lead capacity on a project
