Job Description
Prime Response Inc. (PRI) is seeking a full-time Property Management Specialist with proven experience with not only hands-on property accountability but, policy development, implementation, and training to support our long-term customer at the National Science Foundation (NSF) in Alexandria, VA.

Duties include but are not limited to:
Participates in meetings or conferences concerning levels of material support, timing, locations, and related inventory requirements.
Aids in initiating, developing, installing, or administering the inventory control program.
Assists in conducting surveys of supply and inventory management functions.
Assists in performing quality assurance and review functions.
Assists in the reporting of NSF's internally held inventories of government-owned property utilizing the inventory management system to support efficiency in management, control, and material coordination.
Utilizes knowledge for applying the appropriate property-related procedures and practices to prepare annual reports on internal government property supporting the NSF inventory activities.
Conducts liaison with representatives of NSF Directorates (property custodial, administrative personnel) inventory procedures for paperwork requirements and justifications.
Plans for and determines current and future supply requirements to meet customer needs.
Receiving and monitoring work requests; forwarding them to appropriate units for action.
Utilizing the ARCHIBUS Asset Management System to track work requests and maintain supply levels.
Skill in utilizing personal computers, hardware, software, and automated systems to complete assignments.
Ensures annual property inventories are conducted promptly and by NSF policies and procedures.
Provide operations support for the community of NSF Property Custodians by maintaining property records.
Reconciles personal property reports monthly.
Support End-to-End Asset Management (asset entry, tracking, inventory, depreciation, retirement)
Support the development of Asset Management Standard Operating Procedures (SOP)
Support documentation of Asset Management system requirements
Support the review of Asset Management systems and provide recommendations.
Support the documentation of Asset Management processes and procedures for asset entry and tracking.
Assist with the development, review, and update of Asset Management workflows.
Assist with the development, review, and update of Asset Management quality controls.
Review the currently available Asset Management report and recommend updates and new reports if necessary.
Engage in site surveys, conferences, seminars, and training sessions within the United States of America.

Requirements
5 years' federal property management experience.
Bachelor's degree preferred.
A degree in a Business Administration field or a strong grounding in government logistics is highly desirable.
Experience with project or program management experience, be detail-oriented, well organized, and capable of working independently to ensure timely completion of assigned tasks.
Possess knowledge of applicable Federal statutes, regulatory directives, and guides. These documents include, but are not limited to:

o Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of management processes and systems for DAS program management studies; NSF property management program requirements for audits, inspection, and organizational management control functions.

o Knowledge of Federal Property Management, Federal Real Property Council (FRPC), OMB, and executive orders, laws, and regulations to assist in the preparation of reports on the assessment of NSF owned assets.

o Ability to assist in planning, organizing, and training the DAS workforce on new property management policies and processes.
Proficient in English and have strong written and communication skills.
Experience in using personal computers with Windows-based operating systems. Experience with an email system, office automation programs (including Excel, Word, PowerPoint, and Access), and proficiency with the World Wide Web are necessary.
Have the ability to report on-site at least 2 days per week or more at the discretion of the Property Management Section lead.
Have the ability to safely lift at least 35 lbs.
