Purpose of Job

Performs general maintenance on assigned buildings and facilities for the City of Franklin.

This position will require an in-depth background check by the City of Franklin Police Department and some job duties will be performed at the Police Department Headquarters.

This position may require you to work hours outside of your regular scheduled workday (weekends or evenings).

II. Essential Job Duties

  1. Maintenance
  • Ability to see or detect problems by themselves and either make repair of notify supervisor of work needed for approval.
  • Responds to routine or emergency work orders as needed.
  • Maintains and inspects all facilities assigned within City.
  • Performs electrical work installing, repairing, and troubleshooting electrical problems in all City facilities and parking lots/structures.
  • Performs carpentry on facilities and repairs building structures as needed. (Examples include but not limited to drywall, painting etc.)
  • Maintenance and inspection of HVAC units, fresh air make up units, exhaust systems, irrigation systems, WSHP HVAC systems, reclaim water cistern systems, and geothermal loop systems, roofing, etc. at all facilities including City LEED green buildings.
  • Watch for, notify of, or make repairs to any items that could be a safety item.
  • Performs Plumbing on sinks, toilets, water fountains, and water lines
  • Performs maintenance and repairs on garage doors, sensors, access control gate entering and exiting city owned facilities
  1. Maintaining City Facilities
  • Cleaning of City Facilities as needed including removing trash from grounds and emptying trash cans
  • Maintains cleanliness of windows, building entrances, and floors
  • Restocks amenities in all facilities as needed including light bulbs, cleaning supplies, and other routine required items.
  • Notifies building supervisor regarding replacing lights interior and exterior and any other issues related to building integrity and safety that staff cannot make repairs too.
  • Performs general inspections and upkeep of all equipment used.
  • Utilizes a variety of computer programs and software for facility maintenance, work order maintenance, electronic communication, managing air units, water systems, etc.


III. Other Job Duties

Performs other job duties as assigned, including:
  • Gathers recyclable materials from facilities such as cardboard and paper.
  • Transports and pickup objects such as furniture, mail and supplies when requested.
  • Perform related duties and responsibilities to assist other employees in the department as required.
  • Manages contractors and vendors working on city projects.
  • Practices and ensures compliance with proper work methods and consistent with City policies and OSHA regulations.


IV. Primary Job Challenges

Primary challenges of this position include identifying problems and notification to others as assistance is needed. Keeping all facilities clean and making repairs to protect City employees and the General Public.

V. Equipment Operated

Required to operate office computers, printers with scanners, cell phones and the ability to email and text from city supplied phones at times, plumbing tools, electrical tools, carpentry tools, hydraulic man lifts,

  • Job Content Knowledge

Has considerable knowledge of policies, procedures, and activities of the City and maintenance and janitorial practices as they pertain to the performance of duties relating to the position. Has considerable knowledge of plumbing, electrical, carpentry, and roofing practices as necessary in the completion of daily responsibilities. Has considerable knowledge regarding the operation of various types of electrical and non-electrical tools and equipment. Has comprehensive knowledge of the terminology, principles, and methods utilized within the department.

  • Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


  • Mathematical Skills: Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.


  • Reasoning Ability: Ability to apply common sense understanding to carry out multi-step instructions furnished in written, oral, or diagram form. Ability to deal with problems by choosing from several known choices with frequent reliance on how problems were dealt with before.

VII. Physical Demands and Work Environment

Physical Demands: Performance of the essential duties of this job requires the incumbent to:

  • Must be able to remain in a stationary position 75% of the time.
  • Frequently move about inside the office/building to access file cabinets, office machinery, tools, equipment, etc.
  • Regularly operates tools, equipment, and supplies for housekeeping and custodial work.
  • Frequently positions self to maintain and clean office areas/buildings.
  • Regularly communicates information and ideas so others will understand. Must be able to exchange accurate information in these situations.
  • Occasionally detect or determine cleaning supplies or solvents.
  • Regularly moves/transports up to 10 pounds.
  • Frequently moves/transports up to 50 pounds.
  • Occasionally moves/transports up to 100 pounds.
  • Occasionally moves/transports a 12 foot ladder up to a 20 foot ladder
  • Occasionally ascends/descends a 12 foot ladder up to a 20 foot ladder


Work Environment: Performance of the essential duties of this job requires:

  • Occasional exposure to wet or humid conditions (non-weather).
  • Occasional Work near moving mechanical parts
  • Occasional work in high, precarious places
  • Occasional exposure to fumes or airborne particles
  • Occasional exposure to toxic or caustic chemicals
  • Occasional exposure to outdoor weather conditions
  • Occasional exposure to risk of electrical shock
  • Occasional exposure to vibration.


The work environment is moderately noisy (examples: business office with computers and printers, light traffic).

Minimum Requirements

VIII. Qualifications

Level I:

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a HS Diploma or GED and 0-6 months of maintenance experience, or an equal combination of education and experience.

Required Certifications & Licenses:

Valid TN Driver's License

Level II:

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of a one year technical or vocational degree/certificate for general facilities maintenance or similar, plus 2 years of facilities maintenance experience, OR a HS Diploma/GED plus 5 years of facilities maintenance experience or similar, or an equal combination of education and experience.

Required Certifications & Licenses:

Valid TN Driver's License

BOMI Systems Maintenance Certificate, CMRT certification, FMP certification, or equal certification at time of hire and maintained throughout employment

Preferred Certifications & Licenses:

EPA 608 Certification

Limited Licensed Electrician

Limited Licensed Plumber
