Position Description

The Anoka County Job Training Center is dedicated to fostering the success of both individuals and employers through comprehensive workforce development services. We are seeking a motivated and detail-oriented Associate Eligibility Specialist to join our team. In this role, you will be responsible for determining eligibility for various employment and training programs offered by the Minnesota Department of Employment and Economic Development, as well as public assistance programs. Your work will directly contribute to the well-being and self-sufficiency of individuals in our community by providing crucial case management services.

This is a full-time, non-exempt, hybrid position. Interviews will take place the week of June 24, 2024 for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $48,006 to $56,409 ($23.08 to $27.12 per hour).
  • 2024 Anoka County Salary Schedule Grade 28: $48,006 to $64,812 ($23.08 to $31.16 per hour).

Work Location
  • This position will work at Blaine Human Services Center, located at 1201 89th Ave NE, Blaine, MN 55434.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.


Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Associate Eligibility Specialist.
  • Monitor the incoming inquiries and determine appropriate program applications to provide depending on certain applicant information.
  • Review applications to determine manual, non-system generated eligibility for Minnesota Department of Employment and Economic Development employment and training programs and public assistance programs. Provide information, applications, and detailed instructions to applicants of programs and services available.
  • Process applications for eligibility and ensure they meet all program requirements. This includes a thorough knowledge of acceptable documents for each program to verify several points of eligibility which may vary from program to program.
  • Assist in the interpretation of medical records, tax records, pay-stubs, bank documents, immigration documents, legal documents and other documents needed to determine eligibility and compliance with federal and state rules.
  • Support information gathering needs while working under time constraints to process emergency requests.
  • Connect clients to appropriate resources and services.
  • Assist in developing a plan for meeting basic needs, attaining self-sufficiency, and stabilizing solutions.
  • Maintain detailed, accurate records that support eligibility, meet monthly deadlines, and accurately interface with software programs.


Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed
  • High School diploma


Preferred Knowledge, Skills, and Abilities Needed
  • Degree in Behavioral Science, Human Services, Education or related field
  • One year of customer service experience
  • Strong verbal and written communication skills


Physical Demands and Work Conditions
  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
