JOB DESCRIPTION

General Statement of Duties

Duties include ensuring all utilities facilities/equipment operates in accordance with manufacturer recommendations, applicable regulations, and permit requirements and to ensure safe and efficient operation of machines and equipment. The Maintenance Foreman will be located on site at the PUB and will perform and advise on the overall maintenance of all the divisions within the department 5-7 days per week. He or she will also participate in the planning and development of methods to improve the overall performance of the department.

Essential Job Functions

The duties described below are indicative of what the Maintenance Foreman may be asked to perform; other duties may be assigned:

  1. Coordinates daily work activities; organizes, prioritizes; monitors status of work in progress and inspects completed work; develops work schedules to ensure adequate coverage; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

  2. Ensures division compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment.

  3. Consults with Assistant Utilities Director, Utilities Director, Engineer(s), or pertinent staff to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; advises superintendent regarding projects requiring major expenditures.

  4. Coordinates projects and work activities with those of other divisions, other departments, contractors, consulting engineers, outside agencies, or others as needed; assists divisions with maintenance activities.

  5. Plans, coordinates, and maintains a program of installation, maintenance, and repair of utility plant equipment and related systems; schedules, assigns, and supervises electrical maintenance, mechanical maintenance, and installation projects.

  6. Prints work orders to initiate projects or work activities; prioritizes and completes projects.

  7. Inspects and tests various mechanical and electrical equipment to ensure proper operations and identify problems; locates and evaluates causes of equipment failures; determines parts needed to make repairs; initiates repair on equipment.

  8. Plans, schedules, and coordinates preventive maintenance of equipment; maintains and updates database of preventive maintenance activities; schedules rehabilitation of wells.

Skills and Abilities

  • Able to read and interpret engineering drawings.
  • Coordinates with staff on lock-out/tag-out procedures.
  • Monitors inventory of equipment, tools, parts, and supplies; ensures availability of adequate materials to conduct projects and work activities; initiates orders for new/replacement materials; research equipment and products; obtains competitive price quotes.
  • Assists with preparation of annual budget; prepares specifications and obtains prices for capital items.
  • Assists with development of long term plans involving area of assignment; provides budgetary input relating to future equipment needs.
  • Conducts research as needed, research Internet resources for maintenance solutions.
  • Operates a variety of equipment, machinery and tools used in department projects/activities, which may include a utility truck, computer equipment, underground line locator, alignment tools, balance analyzer, mechanic tools, saw, shovel, electrical testing instruments, diagnostic instruments, measuring instruments, drafting instruments, two-way radio, or general office equipment.
  • Performs general/preventive maintenance tasks necessary to keep vehicles, equipment and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, washing/cleaning equipment, or cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment; coordinates necessary repairs.
  • Communicates with supervisor, employees, community service workers, other divisions/departments, contractors, consulting engineers, vendors, suppliers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Attends meetings and makes presentations as needed.
  • Coordinates and assists in providing response to after-hours calls or to emergency situations; must participate in emergency operations for storm/hurricane preparation.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

Additional Functions

  • Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, unloading deliveries, or other tasks.
  • Provides assistance to other employees or departments as needed.
  • Performs other related duties as required.

Education and Required Skills

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required at the time of hire or for the continuation of employment.

High School Diploma or equivalent; supplemented by college level course work or vocational training in water/wastewater treatment plant operations and electrical/mechanical equipment maintenance; supplemented by five (5) years previous experience and/or training that includes water/wastewater treatment plant operations, electrical/mechanical equipment maintenance, and basic supervision; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Texas Class C driver's license and an acceptable driving record.

Position Type/Expected Hours of Work

This is a full-time, non-exempt position, with a 40-hour work week. Incumbent must have the ability to work flexible hours including holidays, evenings, and weekends, if needed. Participation in City sponsored special events, trainings, or meetings may be required.
