**About WSDOT**

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

**The Opportunity**

WSDOT Southwest Region Program Management Office is seeking an accomplished individual to serve as the Transportation Engineer 3 (TE3) to coordinate the updates of all aging projects in active delivery in SW Region as well as tracking funds for projects as assigned in the region. This position is responsible for reporting project information out to internal and external customers and facilitating regular communication regarding project scope, schedule, and budget to ensure changes are reported and documented.

**What to Expect**

This position works independently with only general direction and minimal supervision. The individual in the role will use skills and abilities to complete complex tasks, including deciding which processes to use.

Among the varied range of responsibilities held within this role, the Transportation Engineer 3 will:

* Coordinate project expenditure aging and milestone updates for all SWR projects.

* Maintain a database and update on a bimonthly basis which includes running reports from Washington State DOTs Data Warehouse (COGNOS) and the Transportation Executive Information System (TEIS) and using the Capital Program Management System (CPMS) to update information in the database (currently excel spreadsheets).

* Identify any issues with project delivery based on aging data collected and provide a summary of the issues.

* Be responsible for completing aging adjustments as needed for all open work orders in CPMS each month to reflect actuals for the prior month.

* Ensure that line-item budget projects are maintaining appropriate biennial aging.

* Coordinate with project offices to make funding adjustments as necessary for projects as assigned in SW Region for the Improvement (I) and Preservation (P) programs.

* Review Work Order Authorizations (WOAs) for projects as assigned and monitor expenditures to ensure they are consistent with approved schedule, budget, federal aid and other agreements.

* Analyze CPMS files for completeness and accuracy for all Project/Work item number (PIN/WIN) projects assigned in the construction programs.

* Set up and track multiple fund sources on complex projects as assigned.

* Resolve issues on complex work orders for projects as assigned.

* Coordinate with Financial Services to properly address work orders with multiple fund sources.

* Coordinate Regions reporting requirements for assigned highway construction projects as needed.

* Report project scope, schedule, and budget changes using the current change management process.

* Provide training sessions for SWR staff regarding how Program Management provides support for project delivery.

* Coordinate and provide support with writing grant applications as opportunities arise.

**Qualifications**

To be considered for this opportunity, the following are required:

* Certification as an Engineer-In-Training (EIT) **and** one (1) year of experience as a Transportation Engineer 2, Bridge Engineer 2, or equivalent experience such as project scheduling or budget management **OR** two (2) years of experience as a Transportation Engineer 2, Bridge Engineer 2, **OR** equivalent experience such as project scheduling or budget management. (*A Masters degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field can substitute for one year of experience*)

* Experience working with numbers including but not limited to utilizing information received from others or pulled from various data sources to create spreadsheets to determine and convey budget information.

* Experience in being responsive and timely in response to emails, phone calls, etc.

* Proficient in Microsoft Office software with experience operating a computer and computer software to produce reports and other documents.

* Experience learning new software and learning from any mistakes or successes encountered to apply knowledge going forward.

It is preferred that qualified candidates also have:

* Three (3) years of project delivery experience in either transportation design or construction and the ability to explain project delivery to others.

* Proficiency in the use of WSDOTs Project Management and Reporting System (PMRS) including experience with schedule recovery.

* Experience providing training to educate and inform managers and staff on current programs and policies.

* Experience with coordinating and writing grant applications for transportation projects.

* Experience prioritizing a heavy workload to meet deadlines.

* Experience successfully working through challenging and complex issues.

* Experience using excellent written and verbal communication to effectively work with others.

* Experience working both independently and collaboratively as part of a team.

* Experience coordinating with others.
