**Duties**

** Summary**

Due to the Pandemic, and individual states with different phases of reopening, the selectees report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.

**Responsibilities**

Serves as Manager in the Office of Airports, Southern Regions Airport Safety and Standards Branch. The incumbent provides principal support to the Airports Division Director, Deputy Division Director and four (4) Airports District Offices (ADOs) in the administration of airport engineering/standards, airport certification and other safety programs. The incumbent provides oversight and makes recommendations on its programs to the Division Director and Deputy Division Director. The incumbent provides direction to a diverse group of administrative and technical professionals, and coordinates, oversees, and supports safety and standards programs for airports in the national airspace system. Manages the regional airport certification program. This includes providing guidance and oversight of all regulatory actions performed by airport certification safety inspectors at 95 airports certified under title 14 Code of Federal Regulations (14 CFR), Part 139. This also includes conducting periodic and surveillance inspections at Part 139 certified airports to ensure compliance with 14 CFR, Part 139 program standards, such as personnel, paved and unpaved areas, safety areas, markings, signs, lighting, snow and ice control, aircraft rescue and firefighting, airport emergency planning, self-inspections, pedestrians and ground vehicles, obstructions, wildlife hazard management, airport condition reporting, marking and lighting of unserviceable areas and other unsafe conditions. Ensures compliance with the Agency's goals to reduce runway airport incursions, provide outreach and education to the regional airports operators, and work with other airport safety stakeholders, such as air carriers, other FAA offices, airport vendors, and consultants. Manages the regional engineering/standards program, which includes airport design, pavement, construction standards and Modifications of Standards which (MOS). He/she airport will provide technical guidance and expertise to the ADOs and other airport safety stakeholders, such as airport operators, air carriers, FAA offices, airport vendors, and consultants. This also includes the technical review of all specifications and standards developed by Headquarters, regional implementation of those standards, developing and maintaining regional engineering standards, and providing guidance and support to the ADOs, as needed, to address any engineering/standards issues that come up in the field. Provide regional support for emerging technologies in areas such as Unmanned Aircraft Systems (UAS) and Commercial Space Transportation. Ensures compliance with Airport Improvement Program (AIP) grant assurances for all airports in the region. Implements and oversees the regional Safety Management System (SMS) program. This includes working with regional office employees, ADOs, airport safety stakeholders, airport operators, air carriers, airport vendors, and consultants to implement the Office of Airports' SMS program guidance or regulation (as applicable). Implements and oversees the regional airspace evaluation program for airports. Implements and oversees the Airport Geographic Information Systems (AGIS) Program. Exercises supervisory responsibilities to include strategic planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing staff, approving leave, and taking corrective/disciplinary actions as appropriate. To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience may include, but is not limited to: Direct technical or management-level involvement in processes related to airport management, airport compliance, aircraft rescue and firefighting, Safety Management Systems, and Airport Geographic Information Systems and/or inspecting airports for deficiencies and/or unsafe conditions.
