South Carolina Primary Health Care Association (SCPHCA)

The SCPHCA is the unifying organization for CHCs in South Carolina. CHCs are time-tested models of community-based care. First established in 1964, CHCs are community-based, non- profit businesses that provide comprehensive, high-quality, patient-focused health care services in a culturally appropriate manner. With a focus on primary care, prevention, education, and case management, CHCs accept most health insurance plans including Medicare and Medicaid and for persons without insurance, services are provided on a sliding fee scale based on income and family size.


Position Summary: The Chief Financial Officer (CFO) is responsible for ensuring compliance with financial-related activities while ensuring accurate financial reporting. The CFO serves as a member of the Executive Leadership Team.


Duties/Responsibilities:

Finance

  • Oversees and directs day-to-day financial activities of the SCPHCA.
  • Coordinates the operation of all financial functions ensuring the adherence to sound business practices, which includes ensuring that internal controls are compliant to include, the OMB-133A for auditing, are in place and in accordance with GAAP and applicable federal, state, and local regulatory laws and rules for financial reporting.
  • Ensures that budget priorities are met without compromising standards of sound fiscal management.
  • Assures the compliance of the Financial Policies and Procedures and updates the financial policy manual according to the industry requirements and standards.
  • Performs financial analysis and recommends strategies, policies, and procedures that protect the assets of the SCPHCA and develop current and future funding/revenue streams.
  • Responsible for the organization's financial position and issues periodic reports on organization's financial stability, liquidity, and growth.
  • Forecasts, develops, and monitors all budgets for the Association.
  • Monitors and processes all financial transactions for accuracy and compliance.
  • Prepares and reports monthly financial statements to the Board of Directors and the CEO.
  • Develops and oversees the inventory control system.
  • Oversees the development and monitoring (for compliance) of all Association contracts.

Health Center Financial Operations

  • Conducts pre-operational site visit reviews on finance and credentialing for centers to ensure readiness for federal compliance.
  • Oversees FQHC support provided by Association staff on health center finance issues.
  • Maintains communication and collaboration with NACHC and BPHC regarding health center finance issues.
  • Oversees the development and activities of Billing/Collections.
  • Works with Member Services to determine financial training needs.
  • Collaborates with external partners to leverage advanced knowledge and skills which will aid in the success

of the health centers' finance departments.


Education/Experience Required:

Master s degree in Accounting, Business Administration, or Financial Management.

Possesses five years of progressively responsible financial management experience in a health care setting.

Must have extensive experience with accounting principles (GAAP), bookkeeping procedures, and QuickBooks

Accounting System.

Experience in strategic and operational planning and execution.

Knowledge of contracting and negotiating.

Knowledge of federal and state financial regulations.

Payroll and Time and Labor Systems.

Some overnight travel (in-state/ out-of-state).

Holds a valid SC Driver s License.
