THIS POSITION IS HYBRID - This position is a Contractor position

Experienced Federal Energy Regulatory Commission ("FERC") Contract Attorney responsible for supporting PJM's Mission and Vision in the areas of operations, planning, markets, commercial and compliance. Working closely with senior lawyers in the department, the Contract Attorney will develop, draft, and execute effective regulatory filings and communications to advance PJM's growing, complex, exciting and progressive agenda before FERC and other federal and state regulatory agencies. Specifically the Contract Attorney will be working for the Legal Service Agreements Team ( LSAT ), reviewing, drafting, negotiating and filing interconnection agreements with the FERC. In addition, the Contract Attorney will be expected to assist with the preparation and presentation of regulatory/administrative litigation. The Contract Attorney is expected to have extensive knowledge of the PJM governing documents, decisions and policies of FERC. Contract Attorney will be responsible for research related to PJM s governing documents and will be required to prepare various memoranda detailing such research.


Essential Functions:

  • Analyze, interpret, advise and provide recommendations on legal matters involving PJM.
  • Responsible for coordinating litigation/administrative proceedings in local, state and federal courts/agencies involving PJM.
  • Drafting, editing and electronic filing of PJM pleadings, including tariff filings and other FPA Section 205/206 submissions, interventions/protests, comments to rule changes, compliance filings, and other pleadings in regulatory proceedings.
  • Direct and manage outside counsel on the drafting of other PJM pleadings; direct and manage outside counsel in FERC and other agency proceedings.
  • Report to a Managing Counsel.
  • Coordinate with law department colleagues, and/or PJM s business managers to develop and execute PJM s position and approach in FERC and other regulatory proceedings.
  • Provide general legal advice to various client departments regarding core business functions of planning, operations, markets, commercial and compliance.
  • Contribute to policy formation.
  • Collect input and comment on draft pleadings (including those prepared by outside counsel) directly from business clients and either incorporate them into the draft pleadings or coordinate an organized response back to outside counsel for incorporation into the drafts.
  • Coordinate responses to discovery requests when received by PJM and the issuance of discovery requests on PJM s behalf.
  • Provide legal counsel, advice and representation in tariff, reliability standards and regulatory compliance proceedings, audits and investigations.
  • Appear as counsel of record on PJM matters before FERC and other regulatory agencies, including hearings, technical conferences, settlement conferences, open meetings, etc.
  • Review, edit and revise pleadings prepared by outside counsel and oversee legal matters on which PJM retains outside counsel.
  • Monitor Commission decisions and report in all areas that may impact PJM s business interests.
