Overview:

In this position as Personnel Security Specialist / Assistant Facility Security Officer (AFSO), you will play a critical role with Ennoble First corporate leadership, program managers and recruiters in management of contracting support for US Government programs. You will provide day to day security support and management of company security program actions in accordance with 32 CFR Part 117, Intelligence Community Directives (ICD series), and other government contract requirements and regulations.



Basic Overview of Duties:

Working with the Ennoble First Facility Security Officer (FSO) you will Assist with self-inspections and Government assessments; help guide employees and assure compliance with all government and company security regulations. This position will communicate and collaborate daily with Ennoble First Corporate security counterparts, management, and program personnel, and work closely with the Ennoble First FSO in a collaborative environment.




Primary Responsibilities:


  • Administer day-to-day security operations of the company Industrial Security program and company Insider Threat Program with support from corporate management in complying with policies and procedures that enable the business while adhering to Government regulations.

  • As an AFSO, support both collateral level DoD programs and SCI access programs for various Government agencies

  • Work closely with the Ennoble First FSO to make critical security decisions that will prevent unauthorized access to company and government facilities and information.

  • Support security self-inspections, apply risk mitigation methodologies, support government customer assessments, and assist in implementing security measures to meet requirements.

  • Assist with developing, maintaining, and updating company policies and procedures according to 32 CFR Part 117 (NISPOM Rule), SEAD 3, DD254s, and contract requirements.

  • Maintain facility clearance status in NISS and work with the FSO on required program and personnel documentation (KMP, self-inspections, SEAD 3 Reporting, etc.)

  • Assist with review of subcontract DD254s, DoD Contract Security Classification Specification.

  • Assist with administering the Insider Threat Awareness Program.

  • Perform all Personnel Security actions and administer security clearances / access and security onboarding processes for new/existing employees and subcontractors.

  • Assist the Facility Security Officer with reviewing of security investigative paperwork for accuracy.

  • Process new and existing employees for security clearances and public trust positions.

  • Assist employees with obtaining fingerprinting through an electronic fingerprint service provider.

  • Assist with security education and awareness training of cleared employees to include initial, annual refresher, special security briefings and debriefings, and tracking of certificates of completion.

  • Respond to candidate and employee inquiries and requests.

  • Provide directions and instructions to individuals to ensure they know how to complete their security paperwork; provide context where needed.

  • Review security packages for completeness prior to submitting to the appropriate Security Specialist or Facility Security Officer (FSO) for final review and submission to client agency.

  • Identify, research, and resolve questions and inquiries regarding security onboarding package completion.

  • Investigate and troubleshoot any problems with candidate security processing.


Minimum Education/Experience Requirements:


  • 4+ years Professional experience as a Personal Security Specialist, Security Assistant, Security Administrator or Assistant FSO. Combined professional security-related experience can include working as a government contractor, government employee, and military.

  • Professional experience supporting industrial security operations for the US DoD and US Intelligence Community

  • Completion of FSO Curriculum for Non-Possessing or Possessing FCL.

  • Working knowledge of the NISPOM Rule, ICDs, associated Executive Orders, and Security Executive Agent Directives (SEADs)

  • Significant experience with the DISS, SWFT, eQIP

  • Some experience with NBIS, eAPP and NISS.

  • Possess an active Secret security clearance with the ability to obtain and maintain a Top Secret clearance.

  • Valid state driver's license.

  • US citizenship.

  • Time management and organizational skills to balance and prioritize work.

  • Working knowledge of current DCSA security policy and procedures

  • Current and informed on DCSA processes and procedures for continuous evaluation, investigation processing and systems of record use.

  • Knowledge of personnel security administration requirements and DCSA clearance procedures.

  • Knowledge of 32 CFR Part 117 (NISPOM Rule)

  • Skill in satisfactorily dealing with customers.

  • Skill in operating a personal computer and standard office equipment.

  • Ability to coordinate with other internal departments to resolve issues and follow through with individuals until completion.

  • Ability to manage and maintain a ticketing process to track any delays or issues in the process as well as contact attempts, candidate pushback, unresponsiveness, or other mechanisms of delay.
