Basic Function

HF Sinclair Midstream is seeking a Pipeline Regulatory Manager located in Dallas, TX. The Pipleine Regulatory Manager conducts complex technical, regulatory, safety, security, and environmental assignments for HF Sinclair Midstream pipelines and other assigned areas of day-to-day activities.

Job Duties

(functions considered essential as defined by ADA)

  • Communicates regulatory, environmental and safety issues, best operating and maintenance practices, and continuous improvement efforts to all Midstream Regional Operating areas focusing on the operation of HEP's pipelines and associated facilities.
  • Directs the regulatory team to assist operations and maintenance in improving Midstream regulations.
  • Will work with Senior Management on a regular basis regarding all inputs and outputs of the full regulatory department.
  • Ensures all contractors comply with Midstream service contract and insurance requirements
  • Manages one call administration, SAP Regulatory software and DataStream Compliance management.
  • Ensures in-house compliance matrix is monitored, reviewed and updated as required
  • Provides compliance information to local, state and federal agencies during emergencies and audits or as needed.
  • Guides all Midstream's Regional Operating areas in the reduction and prevention of regulatory noncompliance's, injuries, accidents, third-party damage and environmental incidents relative to the operation of DOT Regulated pipelines and associated facilities.
  • Maintains and administers Midstream's Regional Operating areas DOT (PHMSA) Regulated pipelines damage prevention programs in compliance with federal and state regulatory requirements and make improvements to these programs as needed.
  • Participates and leads DOT internal and external inspections and submits related reports for review to management as needed
  • Investigates Midstream's regulated pipeline safety and regulatory compliance issues and/or evaluates damage prevention activities while conducting assessments and audits to ensure compliance with state and federal regulations
  • Provides Incident Investigations of regulatory noncompliance's, accidents, damage, near miss and environmental incidents
  • Monitors regulatory compliance, safety, security, and other compliance efforts, related to Midstream's regulated pipelines on a continuous basis
  • Develops and distributes damage and near miss incident reports on DOT regulated pipelines and other piping system to management on a regularly scheduled basis
  • Develops and implements policies and procedures for compliance with DOT/PHMSA, and state pipeline regulations
  • Liaises with Midstream's Regional Operating areas to identify Pipeline Associations and establishes Emergency Responder and Excavator training as well as periodic attendance at local emergency planning commission meetings.
  • Monitors, interprets, and ensures compliance with all federal, state and local regulations pertaining to Hazardous Liquid and Natural Gas Pipelines and develops and maintains procedures, policies, and provides training as needed
  • Ensures a safe operating environment for the employees and the general public
  • Examines Midstream's accounts and records on a regular schedule to check for compliance with various agency requirements for pipeline safety of Midstream's Regional Operating areas according to prescribed laws and regulations
  • Reviews and monitors progress report updates, records, systems, and regulatory websites to determine the forms needed to prepare Midstream's required reports are available and being used by Midstream.
  • Attends regulatory meetings, new regulation seminars and other relevant events to keep knowledge current and relevant pertaining to Hazardous Liquid and Natural Gas Pipelines
  • Frequently travels to field locations to interact with company representatives and external contacts


Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion.

Experience

A minimum of ten years of job-related experience is required.

PREFERRED EXPERIENCE:

Related experience with Local, State and Federal compliance regulations pertaining to Hazardous Liquid and Natural Gas Pipelines is preferred.

Education Level

Minimum of a Bachelors of Science Degree in Engineering or other technical field is required.

Required Skills

Advanced computer skills and knowledge of Microsoft Office Suite and customized software, advanced skills in MS Excel preferred; detail oriented; basic understanding of accounting practices and procedures; advanced knowledge of industry pipeline regulations and related compliance issues; advanced reading and writing skills, ability to effectively communicate with others, both written and verbal communication, and with the ability to perform basic math calculations. Working knowledge of DOT, OSHA, and transportation safety. If challenged, ability to act in a diplomatic manner and stand firm on doing the job safely. Ability to evaluate and take prudent risks to accomplish work.

Supervisory/Managerial Responsibility

2 to 5 employees

Work Conditions

Office and field based and with up to 50% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, working in confined spaces, and exposure to the risk of electrical shock. Subject to all temperatures, weather and varying road conditions. Subject to periodic overtime is required.

Physical Requirements

Job conditions require standing, walking, sitting, twisting, stooping, crouching, kneeling, talking or hearing, making physical inspections, lifting and/or carrying and pushing and/or pulling up to 50 lbs, climbing up to 60 ft, ability to wear personal protective equipment (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential and valid State drivers license with hazmat and tank endorsements and proof of insurance required, perceiving color differences, and strenuous physical activity.
