Global Science & Technology, Inc (GST), is seeking an experienced individual to work as a Program Support Specialist to join our team in support of the National Oceanic & Atmospheric Administration (NOAA). The Program Support Specialist will assist our client in a variety of ways, including budget analysis, liaising between NOAA Satellite Service (NESDIS) offices, administrative tasks, and special projects.

This position is located in Silver Spring, MD, but is approved for a hybrid model of onsite and telework.

Position Summary:

The individual will be a team player and function well working across multiple areas and on a variety of tasks. In this role you will coordinate with the office budget director and budget lead on NESDIS related policies and procedures. You will be involved in activities like helping to track Interagency Agreements, collecting and evaluating annual and recurring division requirements, and ensuring that agreements have all necessary language to implement required terms and conditions. You may also act as a liaison with the different budget leads and grants analysts to maintain reporting templates, track and accurately record spend plans, and monitor projects and grants. You may support a Science Council in various functions. Overall, you will use your best attention-to-detail skills to gather information and create tracking tools for different NESDIS products, including satellite products and services user stories, presentations, publications, proposals, milestones, grants and agreements, and especially action items owed to and by your NESDIS colleagues, managers, scientists and Science Council.

  • Good communication skills are key to success in this role.
  • Attention to detail, good time management, competency with Microsoft product suite especially Excel spreadsheets.
  • Smartsheet experience is highly desirable.
  • Understanding of government budget processes is a significant plus.
  • Experience developing and managing project and action trackers.


Required Education/Experience/Skills:
  • Bachelor's Degree in Business Administration, Environmental Science and/or Policy, Meteorology or Oceanography, or other fields relevant to or synthesizing skills engaged with business operations, budget analysis, project management, and federal science bureaucracies.
  • Eight or more years related/relevant experience, or equivalent combination of education and experience.
  • Ability to meet deadlines in a highly dynamic environment.
  • Ability to communicate effectively with a variety of scientists, technicians, and managers.
  • MS Word, Excel, PowerPoint skills required.
