DHS Joint Duty Assignments do not apply to members of the Military service or contractors.HelpDutiesCreate, plan, design, develop, and coordinate the production of, and collection of data for, 3D models and modeling and simulation applications. These applications include real-time desktop, mobile, tactical simulation, and rendered video productions that incorporate and require the creation of highly accurate 3D models, textures, animations and simulations of both real world and prototyped objects, places, and simulated activities.Manage the production of large-scale 3D modeling projects. Translate generalized requests intospecific 3D modeling requirements. Work with clients to present best and innovative uses of 3Dtechnology to meet client objectives such as support of protective site familiarization, virtual training,analyses, experimentation, mission planning activities, agency goals, or pre-construction visualization.Creates original 3D modeling products of highly complex real-world sites or objects and yet-to-be-built sites and object using available source data (aerial and ground-based LiDAR, CAD, GIS, paper plans, aerial and ground photographs) without technical assistance.Maintain consistency in accuracy, technical, and visual, aspects of 3D modeling projects.Collects data at facilities to be modeled including photography for both texture and site familiarization; video; LiDAR. Obtain CAD, GIS, and aerial imagery of the site and convert the data into formats usable for the production of 3D models.Geo-reference and edit source materials for use in the 3D modeling process.Manage the timely completion of projects.Deliver or participate in the delivery of briefings to all levels of staff in a variety of venues.HelpRequirementsConditions of Employment* Must be a current permanent Federal employee* Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.* Must NOT have any pending/outstanding disciplinary actions* Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation* Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity** The program does not apply to members of the Military service or contractors.QualificationsQualifications required:* Knowledge of principles, concepts and practice of creating highly complex and detailed 3D models of real-world places and objects* Knowledge of and experience utilizing the Autodesk Maya toolset and Adobe Photoshop sufficient to develop, design, and produce textured 3D models of real-world places and objects.* Ability to utilize existing architectural and engineering documents (CAD, GIS lidar, drawings, and other planning documents) sufficient to incorporate, and share information (i.e., 3D modeling and other data) with internal and external law enforcement stakeholders.* Knowledge of 3-D model and related data formats, format conversion and 3D model optimization for real time 3-D model viewers; animation, lighting and special effects techniques utilizing the Autodesk Maya toolset.* Knowledge of the creation of 2D color, height, reflection, transparency and other types of texture maps and their application for texturing 3D models, the creation of PBR (Physically Based Rendering) textures and use of the Adobe Substance toolset or similar software.* Knowledge of digital photography and videography for site familiarization as well as texture and data mapping for 3D model data collection.* Knowledge of animation techniques, not limited to character, crowd, weapon, vehicles, special effects, and graphics for use as a tool to express agency objectives.* Ability to communicate effectively, both orally and in writing sufficient to prepare documentation; present visual synopses of data; to diverse stakeholders, and to establish and maintain contacts with contractors and counterpart law enforcement stakeholders.* Physical DemandsThe work is primarily sedentary, but also requires some physical exertion, such as lifting of lightweight equipment and materials and moderately heavy items including multimedia equipment, tools, and materials. Some walking and travel are required.
