Description

Summary/Objective

Candidates for this position must be able to develop, implement, manage and oversee a program of independent inspection, testing and auditing processes delivering objective evidence that the project is in compliance with project requirements. This includes auditing the Quality Control Program (QC) of the project to evaluate and improve the QC process; providing offsite plant audits as required to verify material producer's QC programs; conducting audits demonstrating that materials and equipment are fabricated, tested, and approved in advance of installation; and performing audits on the onsite QC Materials testing laboratory to verify testing procedures. Candidates will also have to provide reports of all quality audits and surveillances performed that identify and summarize the status of quality issues including all nonconformance reports.

Requirements

Skills and Experience

Candidate must have experience with most if not all of the following:

  1. Developing, implementing, and managing Quality Process Auditing Program for QA/QC of large, complex construction projects.
  2. Organizing, preparing for, conducting audits including pre- and post-audit meetings.
  3. Monitoring materials approvals, documentation and testing to ensure they comply with contract and owner requirements.
  4. Reviewing, monitoring and reporting on project compliance with Federal, State and contract specified quality and construction procedures.
  5. Monitoring Quality Control staff and activities to ensure that they comply with the project Quality Management Plan.
  6. Providing audit reports that present factual evidence that the project is in compliance with the contract requirements and/or deficiencies and nonconformances detected over the course of the audits.
  7. Monitoring and verifying that required project documentation is being created, and properly organized.
  8. Identifying problems and risks and working with Contractors and Owners to resolve them in a timely manner.
  9. Preparing, distributing and tracking required project documentation and correspondence.

Supervisory Responsibility

This position may include supervisory responsibilities.

Work Environment

This job operates in both professional office and/or construction jobsite environments. This role routinely uses standard office equipment such as computers, tablets, phones, photocopiers, scanners, digital cameras, and filing systems.

Physical Demands

Candidate must be able to drive, walk, stand, climb, reach with arms, utilize hands/fingers, speak, and hear.

Position Type/Expected Hours of Work

This is a full-time position. Days and hours of work are typically Monday through Friday. Times vary depending on project schedules.

Travel

Short term travel to audit offsite plants may be required occasionally for this position.

Required Education and Experience

The Candidate must have:
  • 10 years of experience performing quality audits on construction projects of similar size and complexity.
  • Quality Auditors should have taken one of the many courses available for quality auditors. Certification as an ASQ Certified Quality Auditor (CQA) is desirable.
  • Quality Auditors should also have a comprehensive knowledge of:
    • Roadway, structure, bridge and rail construction / maintenance / repair / rehabilitation methods, materials, standards and specifications
    • State and Federal environmental, safety, and Equal Employment Opportunity guidelines and regulations

Additional Eligibility Qualifications

The Quality Process Auditor is expected to be proficient with the following skills:
  • Provide technical supervision and leadership to others
  • Prepare correspondence that communicates effectively with owners, stakeholders, and contractor personnel
  • Functional computer usage including familiarity with Microsoft Office Suite software and construction management software like CADAC, Bluebeam, Oracle, PlanGrid, and/or ACONEX
