Description

Performs sub-professional technical work in organizing and coordinating Countywide recycling educational and promotional activities; provides support services for developing, implementing, and monitoring Countywide recycling and waste reduction programs; and performs other related duties as required.

Distinguishing Characteristics:

This class is characterized by its responsibility to perform sub professional technical work in support of the Countywide recycling program. Such work involves organizing and coordinating both educational and promotional recycling activities, which do not require the full application of professional level knowledge, philosophy, theories, and practices.
Examples of Duties

  • Assists in the implementation of educational and promotional activities for recycling;
  • Assists in coordinating recycling efforts for county agencies;
  • Maintains database for recycling information;
  • Assists in advising the public and businesses on recycling techniques;
  • Maintains and provides recycling program informational material;
  • Prepares oral and written responses to inquiries;
  • Prepares personnel forms;
  • Prepares travel arrangements for program personnel;
  • Assists in preparing operating budget;
  • Monitors operating expenditures;
  • Receives telephone calls and responds to inquiries from the public, businesses, and community organizations;
  • Assists in conducting national, regional, and local research regarding recycling;
  • Gathers data and prepares summary reports;
  • Maintains recycling program reference library materials;
  • Assists in processing data on recovery revenues;
  • May serve as a resource speaker and facilitator upon request;
  • Attends requires meetings, workshops, training seminars, and conferences;
  • Performs other related duties.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, and four years of experience in programs or services dealing with recycling, waste recovery, or waste reduction.

License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of: recycling and waste reduction techniques, laws and regulations; trends and developments in recycling; community resources relative to recycling, waste recovery, and waste reduction; techniques of preparing informational and educational materials; public relations; office practices and procedures; administrative housekeeping services, including fiscal, purchasing, inventory, and personnel recordkeeping; use of standard office machines and equipment including personal computers, peripheral equipment, and software applications.

Ability to: use a personal computer; communicate effectively with various segments of the public both orally and in writing; interpret and apply rules, regulations, policies and procedures; prepare various reports and correspondence; maintain good working relationships with co-workers and the public; maintain computerized and hardcopy files of reports, records, and informational material.

The above examination is being given on an open-competitive basis to establish an eligible list which shall be effective for not more than one year unless extended by the Director of Personnel Services.
