DEU Staffing Specialist - Federal Staffing


Job Details

As a DEU Certified Staffing Specialist, you are responsible for staffing and internal placement activities and assist in carrying out their authority to recruit and staff based on agency requirements. As a key member of our team, you will provide guidance and strategic consulting regarding qualification requirements, metric practices and principles, recruitment sources and applicable automated staffing systems.

Your Day to Day includes but is not limited to:


  • Providing expert advisory services to managers and supervisors regarding recruitment and staffing, to include coding personnel actions for new appointments, temporary promotions, reassignments, pay adjustments, details, career ladder promotions, and other similar actions as outlined.

  • Utilize various appointing authorities such as Direct Hire, Veterans Recruitment Appointment, Schedules A, B, and D, 30% or more disabled Veterans, etc.

  • Conduct Job Analysis and drafts Job Opportunity Announcements.

  • Review military documents (Form DD214/Veterans Administration letters) for applicable veteran's preference.

  • Research and interpret Office of Personnel Management (OPM) qualification standards in rating job applications.

  • Prepare and issue merit promotion certificates.

  • Support generating offer letters, employee on boarding and new employee orientation as needed.

  • Developing recruitment and staffing related Standard Operating Procedures (SOPs).

  • Assisting office management in assessing the status, completeness, consistency, and accuracy of agency-wide position descriptions; defined competencies; organizational alignments; span of control; definitions of mission and function; and consistency of the application of these concepts in hiring and human capital management.

  • Developing vacancy announcements, job analyses and applicant assessment tools to ensure they include adequate content and weight factors to ensure the most qualified candidates are selected in the top candidate ranking and rating process.

  • Conducting qualifications review and analysis, preparing certificates from which management may select, extending formal job offers, and conducting onboarding activities.

  • Ensuring that all recruitment and staffing activities are handled in accordance with established agency policies and union agreements, U.S. Office of Personnel Management (OPM) requirements, and other required standards.

  • Researching different hiring practices and flexibilities to accelerate hiring and target top talent or suggests organizational reviews to determine the appropriate skill and position mix.


Required Qualifications:


  • Bachelor's Degree. Additional relevant experience will be considered in lieu of degree.

  • Six (6) years progressive experience supporting Federal Human Resource programs.

  • Three (3) years of hands-on experience performing federal recruitment and staffing duties.

  • Current DEU Certification.

  • Demonstrated understanding of OPM qualification standards and federal appointing authorities.

  • Ability to obtain and maintain Public Trust Clearance.


This position is contingent on contract award. Award expected April/May 2024.
