Job Description:

* Provide comprehensive HR support, guidance, and consultation to agency personnel and management.

* Interpret and apply federal HR laws, regulations, policies, and procedures in various HR functions.

* Manage the full employee lifecycle, including recruitment, onboarding, performance management, and separation processes.

* Collaborate with hiring managers to develop job announcements, evaluate candidate qualifications, and conduct interviews.

* Coordinate with stakeholders to ensure compliance with veterans' preference, special hiring authorities, and equal employment opportunity requirements.

* Administer and analyze assessment tools, interviews, and evaluations to determine candidate qualifications.

* Oversee the employee onboarding process, ensuring a smooth transition for new hires.

* Manage employee performance management processes, including goal setting, performance appraisals, and development plans.

* Provide guidance on employee relations matters, including conflict resolution, disciplinary actions, and workplace accommodations.

* Assist in developing and delivering HR training programs to staff and management.

* Maintain accurate and up-to-date personnel records and documentation.

* Generate HR reports, data analysis, and metrics to support decision-making.

* Stay current with changes in federal HR regulations, policies, and best practices.

* Collaborate with HR leadership to identify opportunities for process improvement and innovation.

Qualifications:

* Bachelors degree in human resources, business administration, public administration, or a related field (or equivalent experience).

* Must have a minimum of three (3) years in a Federal agency environment.

* Strong knowledge of federal HR laws and regulations.

* Experience working in federal HR, personnel management, or related roles.

* Excellent interpersonal, communication, and relationship-building skills.

* Ability to navigate complex situations and provide effective solutions.

* Proficiency in using HRIS (Human Resources Information Systems) and other relevant software.

* Analytical thinking and attention to detail in personnel management and documentation.

* Strong organizational skills with the ability to manage multiple tasks and priorities.

* Ethical and professional conduct with a commitment to confidentiality and integrity.

* Must be proficient in the use of Microsoft Office Suite (Word, Excel, and PowerPoint).

Required Qualifications:

* Must be able to obtain and maintain the required government security check.

* U.S. Citizen.
