Position Overview
Under the general direction of the AVP-Finance, or designee, this position provides leadership expertise, and strategic direction for the Contracts and Purchasing Services Department. This position is the Lead Director for the Idaho Higher Education Procurement Federation (IHEPF). IHEPF members include the Directors of Purchasing atBoise State University, Idaho State University, Lewis and Clark State University and the University of Idaho.
Duties may include:
- Develop, implement and monitor institutional contracting and purchasing policies/procedures in a decentralized management and budgetary environment
- Coordinate goods and service requirements with university departments
- Prepare and negotiate contracts for goods and services on behalf of the university ensure compliance with university, state and federal law, policies, procedures and regulations in a cost-effective manner
- Other duties as assigned

Required Experience - Five years in contracts management and procurement
- Applying contract and procurement procedures and principles, including the "best-value" procurement methodology
- Preparing, negotiating and administering contracts for the purchase of goods and services
- Experience supervising the work of others or leading project teams to accomplish shared goals
Required Education - Bachelor's Degree in Business or Master's of Business Administration (MBA)
Required OtherAdditional Preferred - Master's Degree in a business related field
- Ten years of contract & procurement experience in higher education
- Familiarization with cooperative purchasing efforts in higher education and with the State of Idaho Division of Purchasing procurement requirements
- Knowledge of Idaho Code as it relates to the procurement of goods and services
- Knowledge and familiarity with the concepts of spend analysis and its relationship to strategic procurement efforts in a decentralized budgetary and management environment
- Excellent interpersonal and oral/written communication skills
