We are actively seeking a Human Resources Specialist to perform work for the Internal Revenue Service (IRS). JOB OVERVIEW

POSITION TITLE: Human Resources Specialist

JOB TYPE: Contract-Full Time

JOB LOCATION: Remote

DURATION: 12 Months (with possibility of extending)

HOURS OF WORK: Monday - Friday | FWS with Core Hours (Determined by Agency) | Day Shift |

The Internal Revenue Service (IRS) is seeking an experienced Human Resources Specialist. The HR Specialist Contractor will perform cradle-to-grave HR functions including but not limited to building and creating posting federal vacancies, rating and ranking job candidates, reviewing certificates, justifying disqualification decisions, making candidate selections, and onboarding new hires. The HR Specialist contractor will utilize government applicant tracking systems, databases, standard forms and processes necessary to perform work. The HR Specialist Contractor will use and follow HR Best Practices and remain in compliance with all federal laws and applicable organizational regulations and procedures.

REQUIREMENTS:

  • 4-10 years federal HR experience.

  • Bachelor's or Masters Degree.

  • Only U.S. Citizens will be considered for this opportunity.

  • Public Trust Background Clearance.

  • Professional Business Attire is required while performing official duties.

  • Fully operational remote workstation (computer or laptop, internet, video/audio device, quiet work space).

  • Up to date on all tax years, and in good standing with IRS.

QUALIFICATIONS:

  • 4-10 years of Federal HR experience.

  • Strong working knowledge of USA Staffing.

  • Strong Crddle-to-Grave federal HR experience.

  • Strong communication skills, attention to detail, and organizational skills.

  • Ability to work autonomously with little direct supervision.

  • Excellent ability to think independently and problem solve.

  • Excellent critical thinking ability.

  • Experience with MS Office Suite.

  • Ability to work effectively with diverse groups.

  • Ability to speak, write, read, and understand the English language fluently.

RESPONSIBILITIES:

Assess Applicants:

  • Determine and/or verify minimum qualification requirements for all candidates.

  • Minimum qualifications are determined by closely reviewing the candidates supporting documentation (i.e., resumes and/or transcripts) and verifying that the candidates possess the minimum level of education and/or experience in accordance with OPM qualification standards.

  • Review documentation and adjudicate veterans preference prior to assignment of preference on the final referral list in accordance with OPMs veteran regulations.

  • Conduct adjudication of applications following automatic qualification by USAJobs to narrow pool.

  • Contractor will not have review or release roles-only completed by a federal employee.

  • Coordinate interview and hiring recommendations with hiring manager and other stakeholders.

  • Provide technical guidance to selecting officials on how to conduct an interview.

Develop Certificates

  • Prepare the certificates of eligible/qualified candidates and provide it to the government and/or DEU-certified lead for review and approval. The contractor will make any corrections required until the certificate is accepted and approved by the government and/or DEU-certified lead for final approval.

  • After the government and/or DEU-certified lead approves the certificates, the contractor shall send to the governments selecting officials, the approved certificates of qualified and eligible candidates for merit promotion, direct hire, excepted service, competitive and/or nonIRS competitive certificates and referral lists electronically in accordance with IRSs merit promotion requirements and DEU requirements.

Job Offers, PAR Creation and Onboarding

  • Responsible for creating the Tentative and Final Job Offers and the PAR processing associated.

  • Responsible for coordinating background investigations and other onboarding documentation required, and establishing the start date with the candidate and hiring managers

Required Skills and Qualifications:

  • An active DEU Certification (for SR HR Specialists only)

  • An active IRS clearance obtained within the last 5 years and/or an active moderate clearance issued by another federal agency within the last year and/or the ability to obtain such a clearance.

Preferred Skills:

  • Directly relevant Talent Acquisition (JOA Creation to Onboarding) experience within a Civilian federal agency within the past 5 years.

  • Exceptional oral and written communications.

  • Relentless focus on quality.

  • Exceptional client delivery and inter-personal abilities.
