Additional Information: This position is posted with the full salary range indicating future potential earnings; however, the actual hiring salary for this position is dependent upon relevant experience and qualifications above minimum requirements and position funding. Therefore, all starting salaries above the midpoint require further review and additional approval.

Administrative Duties

Actively supports and upholds the City's stated mission and values. Under direct supervision of the Public Works Supervisor, employees of this classification perform skilled supervisory and specialized landfill operational and administrative duties associated with Solid Waste.

Under the general administrative oversight of the Landfill Supervisor, the Landfill Lead Worker assists in the planning, organizing, and directing the day-to-day operations at the Cinder Lake Landfill while actively operating heavy equipment.

ADMINISTRATIVE DUTIES

  • Supervisory: This job has full responsibility for acting as Public Works Supervisor one day each week. The remaining time, this job supervises & leads the work of maintenance, temporary and other personnel. Performs daily morning dispatch - prints work orders, dispatches work orders, supervises completion of the work, and inspects work quality. Assists with selection, training, disciplinary action, and evaluation of employees. Assists with new employee evaluations, interviews, and training as required.
  • Budgetary: This job has limited responsibility for budgeting, including estimating, researching and requisitioning materials, supplies, and equipment needed to repair and maintain the landfill fleet.
  • Strategic Planning: This job has partial responsibility for strategic planning at the program level including preparing and implementing action plans.
  • Assists in determining health & safety needs for Landfill Personnel.
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the program level including assisting with drafting safety and training policies and procedures.
  • Compliance: This job has full responsibility for compliance at the program level including performing daily and weekly inspections and maintaining records in compliance with ADEQ rules and guidelines. Ensures compliance with all use of welding, and landfill equipment. Performs Commercial Driver's License pre-trip and post-trip inspections on equipment. Ensures compliance with DOT requirements when training CDL drivers.
  • Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction.
  • Reporting: This job has partial responsibility for reporting including documenting and maintaining records of training hours, certifications and qualifications for various equipment, and team performance. Prepares reports and conducts other administrative tasks as necessary.

Examples of the Work Performed

EXAMPLES OF WORK PERFORMED
  • Provides excellent customer service to both internal and external customers.
  • In consultation with the Landfill Supervisor, supports coordination of the day-to-day operations of the landfill to ensure adherence with facility plans and other internal and external policies, procedures, rules, and requirements.
  • While prioritizing worker and public safety, trains new and existing employees on solid waste and landfill equipment, tools, and techniques; conducts weekly safety tailgate meetings as assigned.
  • Assures proper documentation and good working condition of all landfill equipment and associated operations, including actively overseeing and verifying the sufficient performance of pre-trip and post-trip inspections, fueling operations, and minor preventative maintenance of all landfill vehicles and equipment.
  • Supports the coordination and scheduling of preventative maintenance and repairs of all landfill equipment with the City's Fleet Services Section and third-party vendors.
  • Provides active oversight of landfill operators to ensure safe, efficient, effective, and proper operation of all vehicles and equipment.
  • Prioritizes safety across all operations, while ensuring the landfill working face is properly sized, maintained, and managed for internal and external customers and operating staff.
  • Receives and assists in resolving complaints or problems which occur within assigned area(s) of responsibility.
  • Performs welding, cutting, and grinding to accomplish minor repairs, where appropriate and approved by direct reports
  • Routinely operates large solid waste equipment such as front loaders, backhoe, tractor - trailer, dozer, scraper, motor grader, trash compactor, water truck and green waste operations.
  • May serve as acting Landfill Supervisor
  • Performs related duties, as assigned.

Qualifications

MINIMUM QUALIFICATIONS
  • Two years of specialized or technical training beyond high school.
  • Two years' experience in the advanced operation of heavy equipment and machinery commonly used at large construction sites (e.g., Dozer, Compactor, Backhoe, Scraper, Loader, and Motor Grader).
  • One year of supervisory or lead worker experience.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements.

DESIRED REQUIREMENTS
  • One or more years of experience driving a commercial motor vehicle in city conditions.
  • Solid waste operations experience at an active landfill

OTHER REQUIREMENTS
  • Regular attendance is an essential function of this job to ensure continuity.
  • Incumbents of this position are subject to pre-employment drug screening, and post-employment random, post-accident, and reasonable suspicion drug/alcohol screening.
  • Must obtain Manager of Landfill Operations Certification and 40-hour HAZWOPER Certification within first year of employment.
  • Must obtain a Class B Commercial Driver's License (CDL) with Tankers Endorsement within six months of employment.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • While performing the duties of this job, the employee is frequently required to: use hands and fingers to feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear and is regularly required to stand, sit, and walk.
  • The employee must regularly lift and/or move up to 50 pounds.
  • Vision requirements for this position include: close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Working conditions include: frequently working near moving mechanical parts, outdoor weather conditions, and vibration.
  • The noise level in the work environment is usually loud. Hearing protection will be provided.
