GENERAL DESCRIPTION:

The Philadelphia Department of Public Health (PDPH), through its Bioterrorism and Public Health Preparedness Program (BT-PHP), located within the Division of Disease Control, is the lead administrative and planning agency for public health emergency preparedness and response in the City of Philadelphia. BT-PHP is responsible for establishing local public health preparedness priorities, developing, and testing response plans, coordinating with local, state, and federal partners, and managing the public health response to real events.

The position will assist the Recovery Planner to analyze responses to public health emergencies, identify areas for improvement, and develop and implement policies and procedures to support recovery from public health emergencies. This position works with internal and external stakeholders to ensure all perspectives are represented. This position is Monday through Friday, 8:30 a.m. to 5:00 p.m., with occasional work after hours and on weekends to support Program activities. This is a grant-funded position; continuation of the position is contingent upon sustained funding.

SPECIFIC DUTIES:

Assist the Recovery Planner with management and completion of after-action reviews for real-world responses, including:

* Convening planning meetings with internal and external partners and taking meeting minutes

* Developing electronic questionnaires to survey response staff and partner agencies and compiling data and observations

* Contributing content to After Action Reports

Collaborate with the Recovery Planner to assess and analyze the mental health impacts of public health emergencies on response staff.

* Assist with the development of recommendations to address these impacts for PDPH response staff

* Assist the Recovery Planner with addressing staff safety and health needs

Research and support development of an all-hazards recovery framework for public health emergencies to guide recovery planning and operations.

* Apply this framework using an equity lens to develop recovery plans for critical threats and real events

* Track and facilitate implementation of corrective actions learned from responses to real world events and operational plans

* Collaborate with the Recovery Planner to develop operational playbooks based on after action reviews for real-world emergencies

* Collaborate with PDPH staff, partner agencies, community-based organizations, and other stakeholders to build community resilience

* Other duties as assigned

REQUIRED QUALIFICATIONS:

* Minimum of a bachelor's degree, preferably with two or more years of relevant experience working in public health, emergency management, or a related field. Previous non-profit or government experience a plus

* Working knowledge of Microsoft Office applications, as well as an interest in learning about and using other types of information technology

* Strong written and verbal communication skills

* Detail-oriented with excellent organizational skills and problem-solving ability

* Ability to communicate effectively and work with various teams

* Flexibility, professionalism, and the ability to manage multiple projects simultaneously are highly valued

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

* This is not remote work. The applicant will work from the Health Department offices or other locations as assigned. This job may require moderate physical effort including lifting materials and equipment of less than 50 pounds and involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position requires responding to public health emergencies on short notice and some after-hours activities to achieve Program objectives
