Seeking a Fiscal Agent Team Leader to provide broad range of financial management services to grant recipients of the Global Fund to Fight AIDS, TB, and Malaria in Burkina Faso. **Job Description:**

**Background**

Cardno has been selected to serve as Fiscal Agent to the Global Fund to Fight AIDS, TB and Malaria on select grants in Burkina Faso. Through this assignment the Fiscal Agent (FA) team will be responsible for providing a broad range of financial management services to the Global Fund grant recipient including safeguarding funds under the Global Fund grant program, ensuring that all transactions follow Global Fund guidelines, approved budgets and forecasts, procedures established by the grant recipients and generally accepted accounting principles, including accounting regulations specific to Burkina Faso.

**Position Summary**

The Fiscal Agent Team Leader will be responsible for providing a broad range of financial management services to grant recipients of the Global Fund to Fight AIDS, TB, and Malaria in Burkina Faso. The Team Leader will manage a team of five professionals, which two Sr. Financial Management Specialists and three Junior Financial Management Specialists, and ensure that all financial management activities are conducted in accordance with the Grant Agreement(s). The Team Leader will provide professional services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting, and account reconciliation to ensure the proper, efficient, effective and transparent use of the funds to be provided under the Program.

**Positions Responsibilities**

+ The Team Leader shall direct efforts to work with the Principal Recipient (PR) to ensure that all requests to commit funds and/or to make payments as part of the grant implementation to or on behalf of the Sub Recipients (SRs): (i) are complete and accurate in terms of supporting documentation; (ii) are justified based on the approved budget and work-plans, as well as the Procurement and Supply Management Plan and the Monitoring & Evaluation Plan; (iii) have been appropriately authorized; and (iv) relate to an eligible expense.

+ Mitigate the risk of fraud or misuse of grant funds and reduce the ineligible expenditures reported by the Office of the Inspector General (OIG), the Local Fund Agent (the LFA), and external auditors;

+ Ensure the continuity of the program implementation in high risk environments and that safeguards are in place with respect to Global Fund investments;

+ Ensure effective controls are in place on the use of Global Fund grant monies and that all payments are eligible, justified and represent value for money;

+ The FA shall support the PR in verifying, approving, and signing the necessary commitment documents and payment instructions for the SRs.

+ After verifying that the supporting documents are complete and that a proposed SR transaction is eligible, the FA shall compare the proposed transaction to the approved budget and work-plan as well as the PSM and the Monitoring & Evaluation plans. The FA shall ensure that the proposed transaction is in accordance with the approved activity under the above plans and the cost is in line with the budget.

+ Ensure, to the extent possible, that financial records for all transactions are maintained accurately at PR, SR and SSR level and on a timely basis;

+ Ensure, to the extent possible, that PR reporting to the Global Fund is accurate, timely and in accordance with the Grant Agreement and the applicable policies and regulations of the Global Fund.

+ Monthly review of Cardno transaction logs and budget trackers. Reconcile transaction logs against bank statements. Ensure that PR accounting records are reviewed for accuracy on a regular basis and that proper monthly closing procedures are followed.

+ Ensure that SR reporting is done according to established timelines and procedures, have adequate supporting documentation and that disbursement advances and their liquidations are properly recorded in the PRs accounting books.

+ Maintain close collaboration with Ministry of Health, CCM, and other relevant counterparts. Regular meetings with in-country counterparts shall be held to support coordination and planning efforts.

+ Provide regular updates to the Global Fund through conference calls or other means as required by the clients. The Team Leader is responsible for producing quarterly update reports for the Global Fund.

+ Manage Cardnos Fiscal Agent office and national staff. Mentor Fiscal Agent team members and ensure that they fully understand their tasks and responsibilities.

+ The Team Leader shall also lead efforts on the following FA activities:

- With support from the LFA, carry out the necessary due diligence checks in order to ensure that the documentation in relation to all sub-recipients costs is authentic and the activities are in accordance with the approved budget and work-plan.

- Review and pre-approve all quarterly disbursement instructions from the PR to sub-recipients for fixed operating costs.

- Support the PR in ensuring that the financial reporting from sub-recipients is accurate, timely and in the format required and in compliance with relevant agreements.

- Undertake other tasks and responsibilities as is customary for the performance of duties of the fiscal agent.**The Team Lead will at a minimum possess the following qualifications, skills and professional experience.**

+ Significant experience working as a financial management professional (approximately 12 years or more). Previous working experience with the Global Fund is a big asset

+ Experience setting up a financial management operation

+ Proven leadership quantities experience

+ Education or training in business, economics, finance, accounting, public administration, or related field

+ Professional financial management qualifications or specialized training

+ Excellent communication skills and experience working with high level government officials and business executives

+ Fluency in written and spoken English and French

+ Experience working in similar countries. Experience working on donor-funded projects in developing countries is an advantage

+ Computer literate - Excel, Word and accounting packages
