Job Details

Overview

The Project Manager shall plan, direct, and control the overall management and operational functions specified within the contract. The PM shall provide the necessary level of contract management and administrative oversight to achieve the quantitative and qualitative requirements of this contract. The PM shall ensure contract requirements are executed at a level equal to or higher than stated standards and shall strive for complete customer satisfaction with all customers. The PM is expected to establish and maintain effective customer relationships with the goal of maintaining a mutually beneficial business relationship with the Government. The PM shall possess highly developed interpersonal, analytical and communication (written and verbal) skills and demonstrate the ability to manage in a diverse and dynamic environment with short-notice taskings under high pressure situations.

Responsibilities

  • The Contractor shall provide a fully qualified and experienced Program Manager (PM) for this contract.
  • The Contractor shall notify the Government anytime they designate a representative in lieu of the primary position holder to meet the on-site requirements outlined in Section 2.14.3.
  • The PM shall be fully responsible for the overall performance of the contract.
  • The PM shall be the Contractor's authorized representative for the contractual, technical, and administrative performance of all services required under this contract.
  • The PM shall have the ability to make contractual decisions and obligate his/her team within 60 minutes of a request by the Government.
  • The PM shall be the primary point through which communications, work assignments, and technical direction flow between the Government and the Contractor. The COR or designated representative(s), shall be the Contractor's first POC in the Government.
  • The PM shall be available within one (1) hour during normal work hours to meet on-site with the COR or designated representative(s).
  • After normal business hours, the PM shall be available within two hours, after notification, to meet on-site with the COR or designated representative(s).


Qualifications

Minimum Qualifications for the Project Manager position include:
  • Industry recognized certification in Program and/or Project Management or Facility Management.
  • Bachelor's Degree in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field.
  • 15 years' experience managing all aspects of building operations; 10 years of which shall have been with a contract of similar size and scope.

Demonstrated experience with:
  • Managing LEED certified facilities
  • Operations in U.S. Government facilities
  • Development, maintenance, and reporting of facility and service metrics
  • Contract negotiations, modifications, and other related contractual requirements
