Duties

Reports to the Director, Vendor Management Branch, within Human Capital Business Solutions (HCBS), Office of the Chief Human Capital Officer (OCHCO), DHS Management Directorate

* Serves as a principal technical advisor to management on the operations of automated systems

* Conducts analyses and evaluations of current information systems to assess the need for additional automation. Ensures proper coordination among various information systems activities and stakeholders.

* Identifies and evaluates proposed improvements to system operations and performance

* Leads and coordinates system testing activities for systems.

* Creates and maintains project schedules and coordinates with DHS component stakeholders, internal Program Management Office (PMO), vendors, third-parties, and internal contractor support staff.

* Communicates with internal and external stakeholders, facilitates work group meetings, provides accurate and timely updates and reports on activities, issues, and risks.

* Oversees development of functional requirements and issue resolution for assigned system or project.

* Responds to current and future needs of the DHS HR community by developing and implementing requirements in accordance with the needs of customers throughout the Department.

* Participates and partners with the offices of the Chief Procurement Officer (OPO) and Chief Information Officer (CIO) on matters related to systems and applications.

* Performs other related duties as assigned.

Qualifications

Qualifications required:

* Knowledge of project management practices, principles, and procedures.

* Knowledge of one or more core federal human resources functional areas (e.g., primarily with Human Resources Information Technology (HRIT)and Processing of Personnel Actions) desired. Specifically, experience with the National Finance Center (NFC)applications is a plus.

* Experience with the federal or DHS acquisition process, to include contract management/oversight. Note: This knowledge and experience may have been gained by serving as a Contracting Officer Representative (COR) or Program/Project Manager.
