NOTE: This application is for individuals who have prearranged to volunteer or intern or job shadow at Clackamas ESD. A volunteer includes student interns and job shadow candidates. Contact before submitting this application with a program manager is required. Applications submitted without prior arrangement with a Clackamas ESD manager will be rejected.

If you have not made prior arrangements, you must reach out to a program administrator to inquire about volunteer opportunities. Refer to Clackamas ESD web page for department specific contact information.

At various times throughout a school year an individual may desire to volunteer at Clackamas ESD. It is necessary that all volunteers complete a District application similar to applying for a paid position. Volunteer applicant will be the subject of a background check and must complete a Volunteer Application prior to beginning any activity at Clackamas ESD.

Clackamas ESD complies with the Oregon Health Authority mandate that requires all staff & volunteers to be vaccinated against COVID-19, or have an approved religious or medical exception. New hires will be required to provide proof of their vaccinated status, or receive approval on a submitted OHA exception request form for a qualifying medical or religious reason, prior to their first day of employment.

PROCEDURAL STEPS:
1. A volunteer, intern, or job shadow must have secured permission with a Clackamas ESD administrator prior to submitting this application or supplemental paperwork.
2. After having department level approval, a volunteer, intern, or job shadow must submit the designated online application.
3. Once a department has approved the offer of service of a specific volunteer, a designated department representative will notify Human Resources of the department level approval through internal channels.
4. Human Resources office will contact individual regarding completion of the following
a) Mandatory background check which may include an additional fingerprint-based criminal records check completed through the Oregon Department of Education and/or the Central Background Registry
b) Mandatory training classes required of volunteers, interns, and job-shadows
c) Additional information as required
5. Upon completion of step four, individual becomes eligible for an ID-badge issued by Human Resources which they must be in possession of at all times. A volunteer is not allowed to start before they are issued a photo identification badge

Conduct expectations
1. Volunteer Application - A completed application must be current and on file before working with students or in any volunteer capacity.
2. Identification - Volunteers are required to sign in and out of program buildings/classrooms and wear a Clackamas ESD photo-ID at all times.
3. Management/Operations - Volunteers must understand that Clackamas ESD staff are, by law, legally responsible for the overall management and operation of its schools and program classrooms.
4. Confidentiality - Volunteers must keep information confidential regarding students and or staff members within the school in which they work. Such information is only to be discussed with the appropriate teacher or staff member at the school.
5. Discipline - Volunteers may NOT discipline students. Such matters are to be referred to the appropriate staff member.
6. Supervision of Students - Students are not to be left without supervision, especially in the event of an emergency. Volunteers should use the room communication system to call for help or send a student to the office if necessary.
7. Emergency Drills - During an emergency drill, volunteers are to exit the building with students, as directed by school staff.
8. Bodily Fluids - Volunteers are NOT usually trained to handle bodily fluids and should call for staff if a student is bleeding or vomiting.
9. Reliability - Volunteers must be reliable and will notify the staff person as soon as they are aware of being unable to volunteer or if arrival time is later than expected.
10. Example of Students - Volunteers set an example for students. Dress and behavior should not attract undue attention. Use of profanity, smoking, and the promotion of personal religious doctrine is not allowed in any Clackamas ESD facility.
11. Online Training - Volunteers MUST complete the annual required online training classes before they are allowed to work with students or staff.
12. Continuation of Service - The District retains the authority to terminate a volunteer or unpaid student intern arrangement/opportunity at any time without cause or prior notice. This includes but is not limited to a volunteer's service impeding or barring the district and its employees ability to offer and deliver services to students and/or component districts, failure of a volunteer to conduct themselves in a manner consistent with standards of professional behavior common to all district staff, and violation of any volunteer conduct expectation. Any ID badge(s) and other equipment issued to a volunteer or unpaid intern remain the property of the district and must be returned upon termination.
