OVERVIEW

Through a cooperative agreement with the Bureau of Population, Refugees and Migration, U.S. Department of State, and Australian Government Department of Home Affairs, USCRI manages refugee services programs in several states across the U.S. The Reception and Placement (R&P) program helps refugees secure early economic self-sufficiency and successfully integrate into American society. The Associate Director promotes the strategic implementation of refugee services programs, including responsibility for overall program management and oversight and reports to the Director of Refugee and Social Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide leadership for refugee services programs at USCRI.
  • Manage and oversee deliverables and grant compliance, including monitoring and technical assistance, project analysis and reporting, and budgeting and financial oversight.
  • Coach and supervise refugee services staff and identify training and professional development opportunities.
  • Establish and nurture professional relationships with current and prospective funders, State Refugee Coordinators, and affiliated partners.
  • Review and revise policies, procedures, and practices to ensure compliance with federal, state, and local regulations and grant requirements.
  • Ensure effective and consistent implementation of policies and practices.
  • Assure quality and consistent monitoring activities by staff.
  • Identify new program funding opportunities and develop program models and operating procedures consistent with funding requirements and client needs.
  • Serve as a subject matter expert and raise awareness of client needs at the national level and local levels though coordination with USCRI s partner agencies and field offices.
  • Present at select professional conferences.
  • Coordinate activities with other USCRI programs and departments.
  • Perform other duties as assigned by the supervisor.
POSITION REQUIREMENTS
  • A Master s Degree in social work or related field, or equivalent experience;
  • A minimum of five years relevant experience with refugee resettlement programs and understanding of or experience with effective case management practices, and U.S. refugee law;
  • Experience in managing federal grants;
  • Prior experience with project management and coordination, including ability to work independently, assess priorities, take initiative, handle multiple assignments, and meet deadlines;
  • Excellent interpersonal skills, including ability to communicate and build relationships and partnerships with funders, field office staff and partners;
  • Experience in policy development and advocacy regarding refugee needs and services;
  • Ability to prioritize duties in a fast-paced environment and work effectively in a team;
  • A high level of proficiency with Microsoft Office;
  • Dedication to upholding the rights of refugees, immigrants, asylum seekers, and vulnerable or disenfranchised populations;
  • Some domestic and long-distance travel required; and
  • Willingness to respond to urgent situations after normal business hours.
  • Demonstrated commitment to the organizational mission and an interest in supporting the growth of the Refugee and Social Services Division.
PHYSICAL DEMANDS
  • Use of manual dexterity, tactile, visual, and audio acuity;
  • Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands; and
  • Occasional lifting (up to 25 pounds), bending, pulling, and carrying.
  • Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements)
