Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Major Duties and Responsibilities: Lead the planning, preparation, justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems. Lead the collection, research, and analysis of comprehensive and substantive financial information that includes budget, accounting, and financial reporting information to develop budget testimony, briefings, and talking points for senior DNI leadership and develop IC guidance on the preparation of resource requests and realignments or reprogramming to the DNI and Congress. May involve supporting major re-allocation of staffing, funds, or other resources. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Demonstrate expert knowledge of agency financial and acquisition systems. Lead, initiate, cultivate, and maintain productive working relationships. Lead the development and delivery of oral briefings and written reports. Develop and continually expand personal knowledge in the areas of leadership, personnel, financial and acquisition management. Requirements Conditions of Employment Qualifications Mandatory Requirements: Bachelor's degree and at least 12 years relevant work experience in financial and acquisition management. Expert knowledge of ODNI's financial and acquisition systems. Expert ability to plan, prepare, justify, administer, analyze, forecast, and monitor budget/financial information to ensure cost-effective support of organizations and programs, including conducting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems. Expert knowledge of the IC and its components, missions, and interrelationships, including the superior ability to lead broad-based teams regarding key IC financial management issues. Superior oral and written communication skills. Superior knowledge of ODNI's policies and procedures. Expert problem-solving skills and superior ability to provide innovative leadership in carrying out mission responsibilities. Superior ability managing multiple priorities simultaneously. Desired Requirements: experience as determined by mission specialty area. 24 hours of acquisition, auditing or other relevant courses Contracting Officer Technical Representative (COTR) Familiar with Performance Based Contracts Education Bachelor's degree Additional Information Job Interview Travel: Candidates from outside the Washington, D.C., area may be selected for a telephone, teleconference, or in-person interview. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
