Position Summary

The City of Manassas welcomes applications for our next Budget Manager! Reporting to the Director of Finance, the Budget Manager is responsible for the City's budget process and supervising budget staff. As an important part of the City-wide leadership team, the incumbent must be a proven visionary, able to think strategically and exercise considerable initiative in directing and overseeing the budget operation for the City of Manassas.
The successful candidate will have significant experience in budget forecasting and analytics, proficiency with Microsoft Excel, and have strong attention to detail and accuracy, and ability to make complex decisions independently.

The hiring range for this position is: $98,966.40 - $136,073.60, DOQ.

Essential Job Functions

The successful incumbent will perform complex professional level work in the preparation and analysis of financial and budgetary reports and will monitor, analyze and project revenues and expenditures. The incumbent will also be responsible for the development of the Five-Year Capital Improvement Program, the Annual Operating Budget and the Five-Year Forecast. The incumbent will also be responsible for recommending and implementing improvements to the City's budget process and systems.

Supervises division employees, which involves such duties as providing technical expertise, instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Coordinates budget amendments and other Finance Department related agenda items as assigned for City Council approval; reviews and edits agenda statements; writes agenda statements; creates Resolutions and Ordinances; attends City Council worksessions and meetings as needed; takes notes at meetings; answers questions at meetings; presents items at meetings; reviews minutes of meetings.

Coordinates and prepares budget amendments; reviews and edits budget amendments; obtains required signatures; reviews and edits information keyed into accounting system; posts information; maintains tracking logs; updates forms; prepares year-end carryovers.

Balances and monitors budget; develops cost allocation plan.

Develops budget calendar; creates training manual and instructions; conducts training; prepares and updates budget application, databases, and reports; writes budget reports.

Attends meetings with City Manager and department heads; attends budget work sessions with City Council and public hearings; answers questions and provides information to City Council and citizens. May serve as Acting Department Director as assigned.

Performs related budget duties; prepares schedules and presentations; prepares legally required newspaper advertisements; calculates tax rate impacts; calculates annual salary allocation; posts adopted budget to General Ledger.

Receives and/or reviews various records and reports, budget and CIP submissions, invoices, bills, and information requests.

Performs related duties as assigned.

Minimum Required Qualifications

Bachelor's degree in a finance or public administration related field from an accredited four-year college or university; Master's degree is preferred; supplemented by five years of progressively responsible experience in local government budgeting including both analysis and preparation work; or an equivalent combination of education, training and work experience that provides the required knowledge skills and abilities.
