IT Concepts is looking for an experienced Program Manager to support our contract with the Department of Homeland Security/ Unites States Citizens and Immigration Services (DHS/USCIS) Office of Chief Data Officer (OCDO) Data Strategy Support Services (DS3). As a Program Manager, you will lead the advancement of the USCIS Data Strategy by overseeing activities in data management with data governance and sharing, data standards, and data quality, to business intelligence with agency-side reporting, and advanced analytics with data scientist research and automation support. You will be managing a team of consultants, engineers, and analysts to ensure this project is well-managed and within USCIS specified budget.

Location: This position will be performed primarily in a remote setting with occasional onsite customer visits in Washington, D.C.

Responsibilities:

  • Responsible for leading overall performance, service delivery, and quality of project deliverables completed under this contract
  • Act as primary customer contact for project activities, leading project review sessions with the customer to discuss cost, schedule, and technical performance
  • Establish milestones, monitor adherence to master plans and schedules, and identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications
  • Provide status updates on tasks as required and attend weekly status meetings.
  • Responsible for completion of administrative tasks such as the compiling of reports that detail program activity to supply client with status and progress of projects
  • Contribute to process improvement initiatives as it relates to improving program delivery.
  • Verify that the program produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case
  • Organize, plan, and execute staffing requests with qualified resources and facilitate needed contract actions
  • Communicate challenges and potential risks to the client, as needed, and develops mitigation strategies
  • Lead strategic working sessions, both internal and with clients
  • Assist client with eliminating the manual upload processes currently in place

Location: The HQ for DHS is in Washington DC. Primary work location will be Telework, but in the office as needed.

Requirements

  • A bachelor's degree
  • Strong customer orientation and conflict resolution skills
  • Senior-level knowledge, skills, and experience in federal government project management leading system sustainment efforts for federal government implementations
  • PMP certification, FAC-PPM certification, or equivalent
  • Ten (10) years of program management experience, including tracking and planning projects
  • Ten (10) years of experience working with business stakeholders within a cross-functional matrix environment.
  • Experience leading large data programs in the federal space.
  • Experience supporting DHS
  • Experience implementing enterprise-wide data strategies and analytics using agile methodologies at the federal level
  • Must be a U.S. Citizen

Strongly Preferred:

  • USCIS clearance Public Trust level
  • Experiencing leading data programs at DHS

Clearance:

  • Willing to complete Suitability/Clearance process for customer.
