Morgan Consulting Resources, Inc. has been retained by Planned Parenthood of Maryland to conduct the search for a progressive and passionate Vice President of Human Resources. This is a unique opportunity to establish HR as a trusted partner to senior leaders and employees across seven Planned Parenthood Health Centers. This is a hybrid role that may work from the Baltimore or Annapolis office.

About the Position:

Reporting directly to the Chief Executive Officer (CEO), the Vice President, Human Resources (VPHR) will lead and direct all human capital functions including talent acquisition, total rewards, employee relations and engagement, training and development, performance management, HRIS administration, credentialing, and compliance. The VPHR will provide executive-level leadership and guidance across the entire organization. The VPHR sets the tone for the employee experience and people practices across the organization and is the primary architect of creating a fair, equitable, and inclusive workplace. The VPHR will be a trusted advisor to Sr. Leadership and a key member of the decision-making body of PPM. The VPHR will be a strategic thought leader, responsible for building an effective team able to translate the strategic goals into actionable, high-impact objectives. The VPHR will foster a culture of diversity, equity, and inclusion and drive the creation of a culture of openness, development, and one that attracts and retains the best talent. The VPHR will ensure managers and employees are provided needed support, be responsible for setting and enforcing legally compliant HR policies, procedures, and best practices, and identify and implement long-range strategic talent management goals.

Education & Experience:
  • BS/BA or equivalent work experience
  • Previous healthcare experience including credentialing, community partnerships, and patient experience; specific experience in sexual and reproductive healthcare is ideal
  • 8+ years of HR experience, with at least 3 years of senior HR management experience leading a full-service HR team
  • Specific experience in working at a non-profit organization preferred
  • ADP or analogous HRIS experience including evaluation, installation, running, and maintenance
  • Proven ability to work across a system with multi-site health centers
  • History of managing growth and aligning operations to support strategic business priorities
  • Communication, facilitation, and negotiation skills
  • Recognized ability to build strong employee, partner, Board, and community relationships

  • Ability to think strategically, anticipate future trends and consequences, and build the organization framework to address dynamic circumstances

Roles & Responsibilities

Leadership:
  • Set strategic vision for HR function including best-practice approaches and methodologies for full employee lifecycle
  • Serve as a key member of and trusted advisor to senior leadership
  • Create HR organization (size and structure) appropriate for PPM
  • Act as a catalyst to ensure the acquisition, development, and performance of talent to ensure sourcing, staffing, and onboarding needs are met
  • Build the capability of the HR team, identifying and supporting them to develop necessary skills to drive organizational success
  • Use data analytics, and external/internal insights to design HR solutions based on short- and long-term business needs
  • Implement innovative, sector-relevant processes and solutions that drive agency strategy
  • Provide coaching to managers in the areas of team development, performance management, and best-in-class people practices
  • Project and manage budget for department
Operations:
  • Leverage HRIS to eliminate manual processes, improve reporting accuracy, and mitigate risks
  • Coordinate with internal partners such as Finance, QRM (spell this out) and facilities to create seamless employee experiences (e.g., onboarding, leaves) and improve efficiency and effectiveness across the organization
  • Identify core HR systems and ensure consistent usage of in-house programs
  • Create key-metric dashboard to track performance of agency in hiring, retaining, and training
Talent Acquisition:
  • Use deep knowledge of sourcing, screening, and onboarding healthcare professionals in medical and administrative roles to attract top talent to PPM
  • Create inventive approaches and partnerships to develop reliable pipeline for critical roles
  • Design engaging onboarding process to immediately connect and excite employees about PPM
  • Ensure all employees have the necessary certifications, licenses, and training to perform their roles
  • Collaborate with department heads to determine staffing needs and plan for workforce expansion or reduction as necessary
Talent Management:
  • Act as an advocate for all team members by creating an HR organization that is a reliable, trusted resource and effective problem solver of people issues
  • Serve as most senior advisor and employee relations expert
  • Review and revise performance management processes to reduce burden, improve effectiveness and positively impact organizational performance
Compliance:
  • Remain current on all relevant labor and employment laws and regulations and ensure PPM s full compliance will all Federal, State, and local requirements
  • Understand PPFA (spell this out) HR requirements of PPM affiliate and implement policies and procedures to remain in good standing
  • Implement all leave policies and procedures
Education and Experience
