Job Summary:

We are actively seeking a highly motivated and experienced Acquisition Systems Lead (DOD) - Secret Clearance - to help lead and manage our SSP Electronic Procurement System (ePS) team in providing delivery support to our Navy client across various acquisition systems-related task areas, including change management, data management, business processes, documentation and knowledge management, system consolidation, and data analytics. Experience within the DON environment is preferred.

In this role, the Acquisition Systems Analyst Lead will oversee and manage the team providing support for the transition of the contracts management system and policy development activities. They will tactically lead efforts to bring clients and team members together to successfully prepare for, deploy, transition, and sustain the Navy's new enterprise contracts writing solution, ePS.

To be successful, the Analyst should be a well-organized visionary capable of quickly learning the current environment to best position and drive the client and team during the upcoming transition into the new Navy ePS solution. The Analyst will need to be business process improvement-driven and someone who excels at identifying, documenting, managing, and executing various project management and change management initiatives. The candidate should possess strong critical thinking skills and be an organizing force who can lead a small team of experienced professionals to deliver strong customer support while streamlining day-to-day business processes. With a vision and plan in place, the ideal candidate will guide the team (clients and contracted team members) through a variety of deployment and transition readiness tasks, including business process analysis and re-engineering, stakeholder analysis, data analysis, data cleansing & migration, communications, training, user management, cutover coordination and deployment, sustainment, and legacy systems sunsetting.

Responsibilities & Duties:

  • Document and take ownership of project management activities, including planning, execution, monitoring, and reporting - maintain project documentation, support team members working on their respective unique task areas.
  • Provide leadership and guidance to project teams - lead and coordinate project teams, assign tasks, and monitor progress to ensure timely and successful project delivery.
  • Facilitate effective communication among team members, stakeholders, and senior management to ensure alignment and transparency.
  • Foster a collaborative and high-performing team environment.
  • Facilitate problem-solving and decision-making within the project team.
  • Engage key stakeholders and ensure their involvement in the upcoming ePS transition process.
  • Assess the impact of proposed changes on SSP and its stakeholders.
  • Develop change management strategies and plans to support ePS deployment.
  • Facilitate training and support activities to help stakeholders adapt to the changing business environment.
  • Identify and drive process improvements, identifying opportunities for efficiency gains and increased productivity.
  • Prepare and present project status reports to leadership.
  • Ensure project documentation is accurate, up-to-date, and accessible to relevant stakeholders.
  • Capture lessons learned from project activities and incorporate them into future initiatives.
  • Provide support in change management activities, ensuring a smooth transition and adoption of new processes, systems, and technologies.
Qualifications:
  • 10+ years of relevant experience providing Navy or DoD acquisition or contracts management systems implementation, project management, and change management support.
  • Knowledge of Department of Navy (DoN) processes, regulations, and systems is highly desirable.
  • Bachelor's degree in a relevant field (e.g., Business Administration, Project Management, Information Systems) is required. A Master's degree is a plus.
  • Relevant certifications such as PMP (Project Management Professional), CISSP (Certified Information Systems Security Professional), or CCMP (Certified Change Management Professional) are a plus.
  • Active DOD Secret clearance is required.
  • Experience working with and leading small teams through systems implementation.
  • Strong leadership skills with a proven track record of leading and motivating teams to achieve project goals.
  • Excellent critical thinking and problem-solving abilities, with keen attention to detail.
  • Exceptional organizational and time management skills, with the ability to prioritize and manage multiple initiatives simultaneously.
  • Proficiency in project management methodologies, tools, and software applications.
  • Excellent written and verbal communication skills, with the ability to effectively communicate complex concepts to diverse audiences.
  • Strong interpersonal skills, with the ability to build and maintain relationships with stakeholders at all levels.
  • Self-starter with the ability to work independently and take ownership of initiatives with minimal supervision.
