Summary The Department of Justice (DOJ) Office of the Inspector General (OIG) is seeking an experienced, highly motivated individual to serve as a member of the OIG senior staff as the Deputy Assistant Inspector General (DAIG) for the Evaluation and Inspections Division (E&I) in Washington, DC. Responsibilities The Deputy Assistant Inspector General (DAIG) for the E&I Division advises the Inspector General (IG), the Assistant Inspector General (AIG), E&I Division, and senior leadership on evaluations, inspections, and programmatic reviews of Department of Justice (DOJ) activities and provides critical mission support to the OIG. Some such reviews are undertaken in response to requests by DOJ leadership or congressional oversight committees. The work results in recommendations to DOJ leadership to improve operations. In this capacity, the DAIG: Serves as the E&I Division's chief operating officer, providing executive leadership of the day-to-day operations of the E&I Division. Supervises and oversees the work of subordinate managers of a diverse, engaged workforce of program analysts conducting evaluations and inspections of sensitive DOJ programs that have an impact on national programs and policies. Serves as the OIG's expert on all matters related to program evaluation activities; participates as a member of the IG's senior staff in discussions; and contributes to decisions about agency policy. Assists the AIG with coordination of evaluation and inspection matters with internal and external organizations; and interacts with and works effectively with counterparts at DOJ components, the Council of Inspectors General on Integrity and Efficiency, and other federal OIGs and agencies. Oversees and provides executive direction on evaluations and inspections, ensuring that: the work is focused on the objectives; conducted thoroughly and in accordance with all professional standards; grounded in well-documented supporting evidence; and completed and issued in a timely manner. Advises and assists the AIG, IG, and senior leadership by guiding teams in preparing timely reports of evaluation and inspections that are thoroughly completed and well-supported; accurately, concisely, and objectively report OIG findings; and include actionable and appropriate recommendations to DOJ and relevant components. Interacts with DOJ component leadership to ensure that OIG recommendations receive attention and result in implementation. The DAIG should possess superior interpersonal and communication skills to ensure effective leadership of the division's staff and productivity of the division. The DAIG should have outstanding writing and editing abilities to ensure high quality, cogent evaluation and inspection products that appropriately and clearly reflect information collected. Requirements Conditions of Employment Qualifications This position is in the Senior Executive Service (SES). As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector. To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed in this vacancy. It is recommended that your resume emphasizes levels of responsibility, scope and complexity of programs managed, program accomplishments, and results. Mandatory Technical Qualification(s) - Mandatory In addition to the mandatory ECQs, applicants must submit a written narrative for each MTQ limited to two pages per MTQ. Failure to meet or fully address each Mandatory Technical Qualification will eliminate a candidate from further consideration. Demonstrated senior level experience in an oversight function supervising subordinate managers and a diverse workforce conducting programmatic reviews, evaluations, inspections, audits, or reviews of an organization's internal and external activities according to professional standards. Demonstrated skills in guiding diverse teams to meet oversight objectives; assessing organizational efficiency and effectiveness; drafting, reviewing, and editing work products; and identifying and implementing corrective measures to improve organizational performance. Advanced interpersonal skills with demonstrated awareness of and sensitivity to communication with a diverse workforce, and the ability to represent the organization in formal and informal interactions with high-level internal and external stakeholders. Demonstrated executive level oral and written communication skills. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
