This position will lead to all aspects of the writing, reviewing, and timely submission of the three plans that must be approved by the Division Director, Mayor, Anchorage Assembly, and HUD's Anchorage Field Office. Manage, coordinate, and develop the following plans: (1) the Five-Year Consolidated Plan that addresses the housing, supportive services, and community development needs of low- and moderate-income citizens living in Anchorage; (2) the Annual Action Plan that implements the five-year plan; and (3} the Consolidated Annual Performance and Evaluation Report (CAPER) that identifies activities and accomplishments from the previous year. Provide support and guidance on federal HUD regulations for Housing, Homelessness, and Neighborhood Development (HHAND) Commission. Present formal presentations on the three plans to the HHAND Commission, other government agencies, public and social service agencies, and public. Work as a part of a team in the preparation of Requests for Proposals (RFPs), writing the scope of work or projects, and negotiating and reviving technical aspects of projects, including leading. Environmental Assessment and Davis Bacon Labor Standards. Perform other related duties as assigned.The Anchorage Health Department (AHD) engages in the State of Alaska Department of Health and Social Services (AHD) emergency responses and the federal Incident Command System (ICS). This includes training exercises as part of the AHD's Crisis Health Action Team (CHAT) and municipal Emergency Operations Center (EOC). In the case of a natural or manmade disaster, AHD employees may be called to engage in emergency operations responses and recovery.Minimum Qualifications / Substitutions / PreferencesHigh school diploma, GED, or equivalent and six (6) years of urban planning experience with the Municipality or the equivalent elsewhere.ORAssociate s degree in Urban Planning, Landscape Architecture, Statistics, or a related discipline and four (4) years of urban planning experience with the Municipality or the equivalent elsewhere.ORBachelor s degree in Urban Planning, Landscape Architecture, Statistics, or a related discipline and two (2) years of urban planning experience with the Municipality or the equivalent elsewhere.ORMaster s degree in Urban Planning, Landscape Architecture, Statistics, or a related discipline and urban planning experience with the Municipality or the equivalent elsewhere.All applicants must possess and/or complete:Valid State of Alaska Driver s License with satisfactory driving record at time of hire.Satisfactory background check which includes criminal, education, and employment history at time of hire.Preference:American Institute of Certified Planners (AICP) Certification.Additional Important InformationPreference will be given to Anchorage Municipal Employees Association (AMEA) employees.
