**Duties**

** Summary**

The incumbent of this position will provide support to the director regarding day-to-day operations, providing expert, advice, technical support, and coordination for technical operations involving the National Airspace System (NAS) and NexGen efforts. The incumbent will also assist the Director in achieving and maximizing operational Air Traffic goals, providing technical support, aid in strategic planning, facility planning and integrated consensus building across ATO Service Units.

**Responsibilities**

Incumbent is responsible for inter-agency coordination to ensure successful integration and modernization of the NAS to successfully accomplish the vision of the Air Traffic Services (ATO). The incumbent manages and directs the highly technical multi-layered workforce found in numerous Federal Aviation Administration (FAA) air traffic facilities of varying size and complexity in a specific area. He/she has line authority for overseeing and directing air traffic operations within his/her assigned area, and serves as first level supervisor for Assistant General Managers and Air Traffic Managers. The incumbent makes selections for all Air Traffic Manager Positions in his/her assigned area and exercises operational authority over Federal Contract Towers located in their respective area. The incumbent also serves as the second level supervisor for the area office immediate staff and Facility Operations Manages. This is a manager position responsible for planning and directing multiple activities and programs in a complex matrix organization within an assigned area. He/she provides a single point of contact between the field facilities in his/her Area, the Deputy Director of System Operations, the Director of Operations, Regional Offices, Service Area Offices, Vice President for Terminal Services and the customer community. He/she provides a seamless source of information through 24-hour availability regardless of the issue or magnitude of concern and provides consistent response to the aviation community on significant operational issues that arise in his/her assigned area. This position serves as a General Manager (GM) of one of 22 Districts in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Eastern, Central or Western Service Areas. The GM oversees and directs a highly technical workforce in a complex, multi-disciplined organization responsible for the safe, efficient structured movement of aircraft within the National Airspace System (NAS). The GM applies organization extensive responsible technical for the expertise safe, in NAS efficient, systems, and structured equipment and movement of procedures aircraft to within coordinate the air National traffic Airspace operations, System technical (NAS). The GM applies an in-depth technical knowledge of NAS equipment, systems, processes and procedures to serve as the expert and focal point for all facility operations in the District. The GM serves as a single point of contact between district field facilities, senior ATO management and the customer community. Utilizes skill and expertise applying program/project management principles to achieve operational goals and lead strategic planning and integrated consensus building across ATO Service Units. The GM is also responsible for inter-agency coordination to ensure successful integration and modernization of the NAS. The GM applies skill and experience integrating facility program operations to advocate the tactical and strategic use of concepts and technologies that advance the goals of the ATO and the Federal Aviation Administration (FAA), Develops standards, systems, procedures and techniques to improve air traffic services within the district. Continually reviews, refines and recommends major improvements to operational projects and programs to make sure that they are aligned with long term and short term ATO and FAA goals, objectives and plans. Approves leave prepares schedules for completion of work; assigns work to direct reports based on priorities. Evaluates work performance of subordinates ensuring equity of performance standards and ratings; gives advice on work and on administrative matters; makes decisions on work problems presented by subordinates; hears and recommends/approves selections and transfers; recommends awards or bonuses; approves expenses for overtime, equipment, and personnel; and identifies and arranges for developmental and other training needs of subordinates.

**MINIMUM QUALIFICATIONS REQUIRED**

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K , FG/GS-15 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience for this position:

* Experience managing a large, complex technically-oriented aviation and safety organization to develop objectives for and to align the work of subordinate technical organizations; OR

* Experience applying program/project management principles to achieve aviation and safety operational goals and lead strategic planning, facility planning and integrated consensus building across ATO Service Units.Applicants must include examples of their specialized experience in their resume work history. Applicants who do not demonstrate one full year of specialized experience will not receive further consideration for this position.
