Description

The Payroll Specialist will process exempt and nonexempt payroll associated for all county employees monthly (or any other frequency.) Responsible for all aspects of payroll processing functions, including time entry validation and audits, validation of paycheck calculations; reconciliation for integrity of data, and all payroll processes up to direct deposit advances. Maintenance compliance with all federal, state, and local compliance reporting, withholding remittance, and year-end reporting. Responsible for remittance associated with benefit deductions, garnishments, child support and any other payroll deductions. The Payroll Specialist position will interface with all employees at all levels of the county and provide quality customer service to all county employees.

$35.03 - $44.37 per hour plus benefits (see benefits tab on the job posting). The position will normally start at $35.03 per hour.

As an applicant for this position, you should be aware of Senate Bill 19-085, the Equal Pay for Equal Work Act. The act requires employers to announce the pay range for job openings. This range encompasses the nine pay steps available should you receive the position and demonstrate satisfactory performance over time.

This position is nonexempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore eligible for overtime pay.
Essential Duties and Responsibilities

Responsible for all aspects of payroll processing functions, time entry validation and audits, validation of paycheck calculations; reconciliation for integrity of data, and all payroll processes up to direct deposit advances.

Maintenance compliance with all federal, state, and local compliance reporting, withholding remittance, and year-end reporting. Responsible for remittance associated with benefit deductions, garnishments, child support and any other payroll deductions.

Assist departments with time entry processed and procedures when necessary. Handles frequent inquiries from employees regarding payroll issues.

Research and provides information regarding paycheck calculation, retro pay, compensatory time, overtime, payroll deduction, income taxes vacation, sick leave, and holiday balances.

Prepare computation worksheets and performs data input process for interim manual check adjustments, payroll corrections, allowances, officials' pay, employee reimbursements, termination checks and retroactive checks.

Process various payroll detail reports and performs computer inquiries related to payroll.

Process garnishments and wage assignments. Calculates the amount to be garnished, per provisions of applicable state and federal laws. Complies payroll data such as hours worked, taxes, insurance, and other deductions to be withheld, and employee identification number, from time sheets and other records.

Responsible for ensuring the payroll system takes the correct deductions from employees pay. Reconciles amounts withheld. Assist with the reconciliation, verification, and accuracy of data between the financial management system general ledger and the payroll sub system. Performs year-end payroll reconciliation and assist in year end payroll reporting.

Posses working knowledge and understanding of payroll processing and procedures; federal and state taxability rules and regulations; garnishment wage assignments rules and regulations; accounting methods, procedures, and terms: ability to perform analysis of reports and records.

Must be able to organize work efficiently, handle all assigned responsibilities, and meet deadlines on a regular consistent basis with professional care, integrity, and competency.
Qualifications

REQUIRED QUALIFICATIONS:

Bachelor's degree in accounting, finance, public or business administration, computer services, or a related field from an accredited college or university OR commensurate payroll experience determined to be equivalent.
Two years of payroll experience.
Working knowledge of payroll systems from on-the-job experience.

Preferred Requirements:
Currently certified with the American Payroll Association as a Certified Payroll Professional (CPP). Public sector Payroll, HR or Finance experience highly desirable.
Strong quantitative and financial analysis skills, including intermediate or advanced skill in Excel, Word, financial systems, and HRIS database management and the ability to follow through on projects.
Demonstrated organizational and problem-solving skills, and ability to design creative options to address needs. Strong analytical skills to evaluate and resolve issues within the payroll function.

Required Skills, Knowledge and Abilities:
Effective interpersonal and communications skills, including the ability to work collaboratively as part of multiple work teams, inspire trust, relate easily to employees at all levels and explain complex issues in understandable terms, and work effectively with difficult people.
Strong customer service skills including the ability to listen effectively to customers' needs and inquiries in person, on the phone, and in writing, and make appropriate recommendations as a business partner or to resolve problems.
Other Necessary Requirements

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write specialized reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Must possess proficient mathematical ability. Ability to check the accuracy of time entered and paycheck calculations. Familiarity with accounting classifications. Proficient with calculator and computer keyboard. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Medical/Dental/Vision Plans

Weld County offers two medical plans through Aetna. Employees who enroll in one of the health plans must enroll in dental and vision. There are two vision plans and three dental plans to choose from. Dependents may also be enrolled. Questions regarding eligibility and premiums should be directed to Human Resources.

Life Insurance

Weld County offers employees a Basic Term Life Insurance policy in the amount of 3 times their annual salary. Eligible employees must regularly work at least 20 hours per week. The plan is provided at no cost to the employee. Employees also have the option to enroll in supplemental term policies for themselves and their dependents. Rates for those supplemental plans are based on age.

Long Term Disability Insurance

Weld County pays the premium for Long Term Disability Insurance for any regular employee that works at least 20 hours per week. The policy provides a monthly benefit of 60% of monthly base salary (maximum benefit of $8,000/month) after a 6 month waiting period.

Short Term Disability Insurance

Weld County offers a Short Term Disability plan through Cigna to any regular employee that works at least 20 hours per week. The premium is paid 100% by Weld County and the plan pays a monthly benefit of 60% of monthly base salary after the employee has been off work for 30 days and exhausted all of their own sick and vacation time.

Paid Leave

Weld County offers paid vacation, sick leave and holidays. Specific information regarding these benefits can be obtained from Human Resources.

Retirement

All full time regular employees at Weld County (except Health Department employees) participate in a mandatory defined benefit retirement plan. The employees contribute 9% of their base salary on a before tax basis to the fund. Weld County matches that amount starting with the employee's first paycheck. Weld County employees also pay Social Security/Medicare (7.65%). In addition to the mandatory plan, employees have two optional deferred compensation plans to choose from. The 401K and the 457 plans are administered by Principal Financial.

Employees at the Weld County Department of Public Health and Environment do not participate in the Weld County Retirement plan. Instead they contribute 9.0% to the Colorado Public Employees' Retirement Association (PERA) and only contribute to Medicare (1.45%). Health Department employees also have the option to contribute to a PERA 401K plan.

Section 125 and Flexible Spending Accounts

The Section 125 program allows employees to pay the premiums for the county's medical, dental and vision plans with pre-tax dollars. Flexible Spending Accounts are also available for unreimbursed medical expenses and day care expenses.

Voluntary Benefits

As part of the Weld County Wellness Program, employees are given discounts at the Greeley Recreation Center, the Family Fun Plex, Johnstown Family YMCA and the Ft. Lupton Recreation Center. Active and Fit Memberships also available.

Tuition Assistance

Regular employees who work at least 20 hours per week and have been employed with Weld for 6 months may be eligible to receive tuition assistance for qualified college courses.

Benefits effective date is the first of the month after you have worked one full pay period.
