Summary This Senior Executive Service (SES) position is in the Office of Enforcement and Compliance Assurance, Office of Criminal Enforcement, Forensics, and Training, Criminal Investigation Division. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized. About the Office of Enforcement and Compliance Assurance. Responsibilities This position is located in the immediate office of the Criminal Investigation Division (CID), in the Office of Enforcement and Compliance Assurance (OECA), Office of Criminal Enforcement, Forensics, and Training (OCEFT). The Criminal Investigation Division is responsible for leading Agency-wide criminal investigative activity; development of national guidance and policy on widely varied investigative issues relating to environmental case development; development and implementation of training programs for technical and investigative issues relating to environmental case development; development and implementation of training programs for a diverse staff; and coordination of the Agency s joint investigations with outside law enforcement agencies and the EPA. CID leads the development of criminal requests for prosecutorial assistance to the Department of Justice, and participates as required in the prosecution of environmental criminal cases. Specific duties may include, but are not limited to: - Serving as the executive-level expert and principal advisor to OCEFT s Director and Deputy Director, OECA s Deputy Assistant Administrator, Principal Deputy Assistant Administrator, and Assistant Administrator on criminal investigation matters relating to the violation of environmental laws. - Overseeing the Agency s national investigative program operations to ensure consistent investigative practices are instituted at all area and satellite offices. - Collaborating with other EPA offices, federal agencies, and state law enforcement to develop investigations for the criminal violation of environmental rules and regulations. - Overseeing and recommending approval of Request for Prosecutorial Assistance from the CID to the Department of Justice for prosecution. - Developing and implementing investigative policies and procedures. - Overseeing the training for special agents and other multidisciplinary staff. - Conducting routine evaluations of the program operations and modifying policies and practices as needed to achieve organizational goals. - Supervising a complex organization and providing direct leadership to subordinate managers and supervisors while performing the required supervisory duties including staffing and succession planning, employee recognition and promotions, performance management, and other human resources and budgetary functions. Criminal Investigators - Special Provisions Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties. Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position. Basic Agent Training Requirements: You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA. Law Enforcement Training: You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program and the 8-week Environmental Investigations Basic training program at Glynco, GA. You must pass the training program on the first attempt or you will be removed from this position and failure may result in separation from the Agency. You are exempt from this training if you have previously completed the program. You must meet qualifications to carry a firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime. Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency. You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle. #LI-Onsite Qualifications The work of this position is classified in the Criminal Investigator, 1811 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. A. Executive Core Qualifications (ECQs) - Mandatory for competitive applicants - Failure to address these factors individually within a limit of ten (10) pages total will result in your application being disqualified, unless you are a noncompetitive eligible applicant. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually within a limit of two (2) pages per factor will result in your application being disqualified. TQ 1 - Demonstrated experience in directing and leading a large organization with a broad scope and complexity that is responsible for the enforcement of criminal environmental violations, including strategic planning, human capital management, and diversity and retention efforts. TQ 2 - Demonstrated experience in planning, directing, and evaluating various programs and activities to effectively manage a large, complex organization. Education Additional Information If you are selected, you must complete a 1-year SES probationary period, if not previously completed. The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment. This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You will be required to obtain and maintain a top-secret security clearance. Participation in the medical monitoring program is required.
