Job Description

Position Summary:The Director of Financial Reporting, is responsible for special financial reporting, including the cost report process (Consolidated Fiscal Report CFR ) which includes both fiscal and calendar year reporting, preparing for external government and fiscal audits, and establishing and maintaining comprehensive CFR schedules and analysis. Will work closely with the Senior Controller and the Contracts Team to ensure that contracts are accurately reported on the CFR and CFR claiming schedules. Oversight of aSenior Accountant - Allocation and CFR Specialistposition on a day to day basis. Furthermore, assisting the CFO in special projects as needed.

Essential Accountabilities

  1. Financial Reporting for the CFR:
  • Understand the CFR guidelines, including the CFR manual and appendixes.

  • Lead and manage the CFR reporting process, ensuring timely and accurate financial reporting.

  • Ensure timely submission of CFR extensions is done.

  • Prepare accurate and detailed schedules to support the CFR.

  • Work closely with outside audit firms regarding the audit and review of the CFR.

  • Collaborate with cross-functional teams to gather necessary financial information for the CFR.

  • Review and reconcile the CFR to financial statements, ensuring compliance with Cost Reporting standards.

  • Annual review of the CFR guidelines/CFR Manual for updates.

  • Attending CFR training.

  • Ensure accurate allocations of payroll and other expenses in the CFR reporting.

  • Attending annual training on the CFR for new changes and updates.

  1. Audit Preparation:
  • Prepare and organize financial data for fiscal and CFR external audits.

  • Act as the primary liaison between the finance team and the auditors, addressing queries and providing necessary documentation.

  • Responsible for handling the CFR desk audit in a detailed and timely manner, including any CFR inquiry letters.

  1. Cost Reporting Data Analysis Review:
  • With the help of the Senior Accountant - Allocation and CFR Specialist, review and/or conduct in-depth analysis of various schedules to identify discrepancies and ensure accuracy in financial records as it relates to the CFR.

  • Provide insights into financial data and variances, presenting findings to senior management as needed.

  • Collaborate with the accounting and contracts team to resolve any issues discovered during data analysis.

  • Ensure that the payroll allocations are correct and up to date, ensuring any allocation changes are timely made and recorded properly in the general ledger.

  • Working closely with the HRIS specialist on the HR team, to ensure the payroll system is set up correctly for salary reporting purposes.

  • Ensure that the accounting system, Sage Intacct, is set up correctly and updated as needed for CFR reporting purposes.

  1. Supervision of Senior Accountant - Allocation and CFR Specialist:
  • With the assistance of the Senior Controller, provide leadership and supervision to the Senior Accountant - Allocation and CFR specialist, ensuring allocation and data collection are accurate.

  • Help to manage this team to include hiring, training, delegation of duties and performance management.

  • Collaborate with the contracts team to ensure accurate financial reporting in Cost Reports and reporting of contractual agreements.

  1. Collaboration with the Senior Controller and Contracts Team:
  • With the assistance of the Senior Controller, provide leadership to the contracts team, helping to ensure compliance with filing of claims/budgets and reporting standards with various government agencies.

  • Responding in a timely manner to government agencies on inquiries as it relates to the CFR.

  • Collaborating with the contracts team to ensure accurate financial reporting in Cost Reports and reporting of contractual agreements.

  • Responsible for claiming and reporting on certain contracts, as needed.

  1. Special Projects as needed:
  • Assist CFO in Special projects as needed.

  • Assist in special financial reporting as may be required by government funding sources and/or contract requirements.

  • Always maintain confidentiality.

  • This does not limit the assignment of duties or exclude the performance of other duties, not mentioned, as assigned by CFO.

Job Qualifications

  • Bachelor s degree in accounting, Finance, or a related field.

  • Proven experience in a controller or similar role, with a strong background in cost reporting, audit preparation, and account analysis.

  • In-depth knowledge of accounting principles, financial reporting, contract management and regulatory requirements.

  • Experience with NYS CFR Reporting

  • Strong analytical and problem-solving skills.

  • Excellent communication and interpersonal skills.

  • Proficiency in financial software and CFR systems.
