Job Details

Kelly Government Solutions is a strategic supplier and business partner to the federal government and its key suppliers. We are seeking a Biomedical Program Advisor to support the Scalable Solutions division and funding initiatives for ARPA-H. Please Note: This position is contingent upon contract award.


ARPA-H plays a pivotal role in identifying and funding groundbreaking biomedical and health projects that exceed the scope of traditional research efforts and commercial activities. The ARPA-H Scalable Solutions (SSO) mission office expands what is technically possible by utilizing an interdisciplinary approach and collaborative networks. Challenges related to geography, manufacturing processes, distribution, and equitable access of health care solutions leads to disparities in health outcomes. The office seeks solutions to improve the scalability, accessibility, and affordability of health care solutions, bridge gaps in underserved areas and populations, and develop location-specific interventions, telemedicine solutions, and mobile health clinics.


TASKS/SERVICES. The contractor shall:?

  1. Assist with planning, preparing and implementing policies and strategies for technology commercialization
  2. Advise on the commercial market, strategy, business planning, intellectual property, product development, supply chain considerations and developing market studies
  3. Perform technology economic analysis to inform new programs targeting public and private follow-on funding sources
  4. Provide expert input to the Program Managers (PMs) in developing and researching ideas for recommendations for new programs, new program concepts, technologies, and new starts
  5. Assist in developing strategic and technical plans to promote the ARPA-H mission; and assist with support of the development of new programs, including assisting with preparation of new start briefings and assistance of new PMs.
  6. Provide recommendations to mitigate technical risk and potential program impact of failure; provide independent assessments of results of laboratory and other tests conducted by the performers;
  7. Provide SME support as needed in scientific reviews to include providing in-depth, expert feedback as to the strengths and weaknesses of research and development proposals, including proposal objectives and methodologies
  8. Review, assess, define, and provide recommendations to identify and mitigate technical risk
  9. Provide technical feedback to risk reduction activities as to their benefit and cost; and assist with independent assessments of results of laboratory and other tests conducted by the performers to help determine risk or risk mitigation strategies
  10. Support the development and implementation of a risk management strategy that captures risk from across all ARPA-H business and program offices
  11. Assist in the annual budget process to ensure the thrust areas have appropriate coverage and technology shortfalls are being addressed along with the development and updating of narrative and budgetary input to budget data calls, such as congressional staffer briefing
  12. Quickly understand technical concepts and assist with preparing presentation material that accurately and clearly conveys these concepts to senior Health and Human Services (HHS) personnel and stakeholders
  13. Assist with testing and/or demonstrations as required to support the objectives of the programs, to include working with performers, Government collaborators, and test locations to develop test configurations, other requirements, detailed test plans, and implementation and inspection of safety requirements.
  14. Conduct quantitative analyses of technology/system mission requirements as they pertain to the potential insertion of advanced technologies along with potential alternatives and trade-offs; investigate compatibility, interoperability, and integration; and study reliability issues
  15. Assist in developing Memoranda of Agreement (MOA), Memoranda of Understanding (MOU), Technology Transition Agreements (TTA) and other documentation that will aid in the transition of ARPA-H technology
  16. Investigate areas of opportunity, establish best practices, and identify methods to promote ARPA-H to the research community as well as to help bolster the identification process of ARPA-H/PM candidates for recruiting purposes
  17. Review, analyze, and provide recommendations on international technology transfer issues and policy to include such specialized topics as manufacturing technology, industrial espionage, country-to-country agreements, and national security.
  18. Evaluate international programs based on performance metrics and agreed upon goals and objectives.
  19. Develop read-ahead and white papers for key ARPA-H engagements with the international acquisition and policy communities.
  20. Support ARPA-H staff in the development of Data Use Agreements with Government and non-Government organizations.
  21. Review, analyze, and provide recommendations on data governance processes and procedures to ensure harmonization of data collection, storage, and use across the agency.
  22. Support and provide development of an agency-wide data strategy to include ensuring ARPA-H can apply advanced data analytics, including AI/ML and other advanced analytic capabilities.
  23. Support development and implementation of an agency-wide approach to evaluation and reporting for all lines of effort across business and program mission offices, including to meet Departmental and statutory requirements (e.g., Government Performance Results Act (GPRA) Modernization Act (GPRAMA), Foundations for Evidence-Based Policymaking Act, etc.).



REQUIREMENTS. The contractor must have:?

  • Ph.D. or Master s degree in Biological Sciences or related scientific fields
  • Minimum of 10 years of experience acting in a technical role in a relevant field of research; Experience with biomedical engineering is desirable
  • Strong understanding of the ARPA Model used by ARPA-H and DARPA to manage transformative federal research programs.
  • Demonstrated ability to conduct independent research, analyze data, and write scientific reports.
  • Excellent communication and collaboration skills.
  • Ability to work independently and as part of a team.
  • Strong work ethic and a passion for scientific discovery.
  • US Citizenship and/or lawful permanent residency is required
