Kelly Government Solutions is a strategic supplier and business partner to the federal government and its key suppliers. The contractor will provide critical administrative support and subject matter expertise to drive the commercialization of advanced health projects. Role is estimated to support a fully remote work arrangement that involves occasional travel for conferences and meetings. Please Note: This position is contingent upon contract award.


BACKGROUND

ARPA-H plays a pivotal role in identifying and funding groundbreaking biomedical and health projects that exceed the scope of traditional research efforts and commercial activities. The ARPA-H Health Science Futures (HSF) mission office expands what is technically possible by developing approaches that will remove the scientific and technological barriers that hinder progress towards the healthcare of the future. The office aims to achieve better health outcomes by supporting innovative and adaptable solutions. The development of cutting-edge technology, tools, and platforms will drive real-world change for the diagnosis, treatment, and impact of diseases and conditions.


KEY TASKS

(1) Assist in developing strategic and technical plans to support the ARPA-H Health Science Futures mission and support the development of new programs and technologies to address emerging healthcare challenges.

(2) Provide expert input to the Program Managers (PMs) in developing and researching ideas for recommendations for new programs, new program concepts, technologies, and new starts; assist with setting the technical direction for the Health Science Futures mission office.

(3) Proactively provide PMs with information about what is happening across the scientific community by learning new science quickly and assessing the big picture across adjacent scientific disciplines.

(4) Advise on the commercial market, strategy, business planning, intellectual property, product development, supply chain considerations and developing market studies

(5) Provide technical expertise to research, analyze, assess, and summarize findings of emerging technologies and associated policy issues

(6) Assist with planning, preparing and implementing policies and strategies for technology commercialization

(7) Provide recommendations to mitigate technical risk, develop risk mitigation strategies, and assess potential program impact of failure

(8) Provide expert feedback about research and development proposals including objectives and methodologies

(9) Conduct quantitative analyses of technology and/or system mission requirements as they pertain to the potential insertion of advanced technologies; evaluate alternatives, compatibility, interoperability, integration, and study reliability issues

(10) Identify the commercial utility of new products and technology and assist in the development and transition of technology to the user community

(11) Assist in developing Memoranda of Agreement (MOA), Memoranda of Understanding (MOU), Technology Transition Agreements (TTA), Data Use Agreements, and other documentation that will aid in the transition of ARPA-H technology

(12) Review, analyze, and provide recommendations on data governance processes and procedures to ensure harmonization of data collection, storage, and use across the agency.

(13) Provide data analysis and data visualization support to business and mission offices for strategic planning, program evaluation, stakeholder communication, and program level decision-making.

(14) Track technical progress and deliverables for ongoing efforts and assist in the liaison with Government agents, performers, and the technical community; identify methods to promote ARPA-H to the research community

(15) Prepare briefing documents and presentation materials that accurately and clearly convey key technical concepts to senior Health and Human Services (HHS) personnel and stakeholders

(16) Work with agents to ensure all ARPA- H policies related to human subjects research and/or animal subjects research are followed and ensure projects are executed in accordance with such policies and procedures

(17) Support potential international engagement efforts by reviewing, analyzing, and providing recommendations on international technology transfer issues and policies


KEY REQUIREMENTS (Updated)

(1) Ph.D. or master s degree in Bioengineering, Biomedical Engineering, Biology, or related scientific field

(2) Minimum of 8 years of relevant technical/research experience that includes providing guidance related to strategies for technology commercialization and commercial market analyses

(3) Experience and expertise in data analytics, data science, and/or systems engineering desired to effectively bridge the gap between core scientific expertise and the application/engineering side of new projects, products, and technologies

(4) Understanding and experience with technology transfer from the very beginning stages of development and forecasting through the transition of technologies to the public is desirable.

(5) Demonstrated experience serving in a consultant capacity supporting multiple projects in a constantly changing, fast paced environment.

(6) Robust personal networks and display broad industry knowledge. Understanding of the Advanced Research Projects Agencies (ARPA) model (ARPA-H, DARPA, ARPA-I, etc.) experience is a plus

(7) Experience in the areas of gene therapy, drug delivery, cellular/molecular biology, mechanical/bioengineering highly preferred.

(8) Strong communication skills, work ethic, and passion for scientific discovery.

(9) US Citizenship and/or lawful permanent residency is required as per contract requirements
