The Aviation Department has a vacancy for an Environmental Program Manager position. This role is critical to Aviation Department operations because it directly supervises and leads the airport system's complex environmental services program, including budget, technology, staff, tasks, and consultants. This person must be skilled in applying vast and broad experience to analyze, consider, and make recommendations to City leadership on critical airport environmental matters. The Environmental Program Manager position will be the key reviewer for a web-based environmental management information system (EMIS). The position will also support land acquisition and airport development environmental requirements and is responsible for planning and directing long-term remediation efforts. This role will report to the Environmental Superintendent.

The Environmental Program Manager is responsible for program administration, managing staff and consultants, ensuring program objectives and regulations are met, and analyzing highly technical planning and environmental data and policies. Depending on the assignment, specific activities may include managing airport development environmental compliance, overseeing environmental remediation, coordinating NEPA clearance applications and facilitating related technical and public meetings, reviewing off-airport development for compatibility assurance, or managing environmental risks of airport land development and associated economic development functions. Displaying a high level of proven professionalism, organization, collaboration, teamwork, communications skills, and energy plus demonstrating superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity is essential to successfully operating in this position.

  • Proficient analytical and fact-based writing skills.
  • Proficient communicator and capable of managing multiple projects successfully.
  • Proficient decision-making skills and effective at problem-solving and compliance resolution.
  • Knowledge of the aviation industry.
  • Knowledge of web-based environmental management information system.
  • Knowledge of local, state, or federal requirements, with an emphasis on NEPA, CERCLA, land use policy or zoning administration.
  • Ability to work weekends, evenings, early morning hours, and holidays.
SALARY

Hiring Range: $86,590.40 to $134,326.40 annually.

Pay Range: $86,590.40 to $116,022.40 annually.

MINIMUM QUALIFICATIONS
  • Five years of professional experience in program and project management, preferably within a government or public sector environment.
  • Bachelor's degree in Public Administration, Business Administration, Project Management, or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:
  • Experience supervising a team.
  • Experience with technology including navigating and reporting from multiple databases.
  • Experience preparing and conducting presentations to small and large diverse groups.
  • Experience managing and coordinating activities related to federal reviews and audits, including follow-up to ensure implementation of applicable corrective actions.
  • Experience working with multiple government agencies (federal, state, local) at various levels, elected officials, outside entities, non-profits, and management/executive staff.
  • Experience developing new procedures and policies to improve customer service, implement a web-based environmental management information system, or to clarify ordinance requirements.
  • Airport planning and environmental experience with a focus on development project management, current planning activities or long-range planning, research methods, and contract negotiation.
  • ACI certificate in environmental management or AAAE certifications ACE, CM, AAE preferred.
