IT Sourcing and Procurement Consultant

Long Term Contract

Hybrid Work Schedule 2 days onsite in Arlington, VA

Essential Duties and Responsibilities, Deliverables, and / or Activities.

Provide Sourcing and Procurement transaction Services, including:

  • Lead cross functional stakeholders and project team members through moderate to complex IT strategic sourcing initiatives from project initiation through implementation.
  • Execute against existing strategic sourcing and category management strategies to achieve IT business goals and financial objectives. Employ cost saving and demand management strategies to deliver on financial metrics.
  • Manage supplier IT spend data by helping track IT spend at the category and subcategory level.
  • Author and issue moderate to complex solicitations including RFI, RFP, RFQ documents to procure indirect products and services in compliance with department procedures and policies.
  • Analyze historical spend, business requirements and market data to execute against existing sourcing and negotiation strategies.
  • Negotiate pricing; draft and interpret contract terms and conditions to establish favorable Agreements including but not limited to moderate to complex Master Services Agreements, Statement of Works, Non-Disclosure Agreements and Technology (Software/Hardware) Purchase Agreements.
  • Collaborate and partner with legal counsel, compliance, information security, finance, and the business to identify and negotiate contractual terms & conditions and prepare final negotiated documents. Must be able to redline contractual documents.

Other Activities related to Sourcing and Procurement including:

  • Training of all Supplier Staff with then current NRECA electronic Procurement tools (e.g., Workday Strategic Sourcing
  • Support for updating Procurement procedures in support of new technologies (e.g., Workday Strategic Sourcing and Procurement)
  • Support for configuration and process changes for Workday Strategic Sourcing.
  • Administration support for Supplier Relationship Management program.

Formal Education and Qualifications Required:

  • Bachelor s Degree in Supply Chain Management (strongly preferred), Business Management, Finance, or similar degree is required. Institute of Supply Management certification is preferred.
  • 10 plus years experience including 5 years strategic sourcing and procurement experience with expertise in influencing business strategy and vendor relations. Knowledge of commercial sourcing and procurement methodologies as demonstrated by prior work experience.
  • Demonstrates (through prior work experience) knowledge of contractual terms and conditions and partners with legal counsel to deliver final negotiated documents. Ensures contracts are continually amended to reflect the status of performance. Comprehends legal implications on the function and seeks advice when necessary.
  • Knowledge of risk mitigation strategies and techniques as demonstrated by prior work experience. Ability to determine, develop and apply risk mitigation techniques that lead to favorable contract terms and conditions.
  • Must possess comprehensive knowledge of IT procurement including hardware, software, and professional services such as consulting, implementation, and maintenance as demonstrated by prior work experience. Must also possess some knowledge of Compliance, Finance, Building Operations, and other General Indirect spend categories such as Building Operations, Education & Training, Meeting & Events, Healthcare, Contingent Labor, Retirement Services, etc.
  • Ability to listen and interpret the customer s needs to de-escalate difficult customer issues, while at the same time researching the issue and applying broad business and technical knowledge to meet the customer s satisfaction as demonstrated by prior work experience.
  • Effective negotiating and analytical skills are key, as is the ability to build strong relationships with suppliers and internal stakeholders Ability to be persuasive, negotiate, and collaborate with individuals at all levels inside and outside of the organization as demonstrated by prior work experience. Ability to determine, develop and apply negotiation strategies that lead to favorable contract terms and conditions and improved pricing as demonstrated by prior work experience.
  • Experienced in a variety of analysis techniques: relative, mathematical, pragmatic, or subjective.
  • Project management experience and management skills.
  • Experience writing and generating RFXs (i.e., RFPs, RFIs and RFQs) to suppliers.
  • Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) in the day-to-day essential duties of the job.
  • Ability to operate various office equipment such as personal computer, copier, printer, fax machine or other job-related equipment.
  • Ability to provide service excellence by building relationships, being resourceful, responsive, and respectful.
  • Strong written and verbal communication.
  • Ability to work both independently and in a team.
